Job Summary

Electrical Engineer (EE) serves as technical authority responsible for project design and development, implementation and documentation, including budgeting, scheduling, project management and configuration management. Performs in a technical leadership role for engineers and technicians involved in the design, development and testing of specialized and diverse Electrical, Electronic and Communications equipment and systems.

Interfaces with internal and external customers at all levels, from project initiation and requirements development, to design reviews and working group meetings in order to ensure compliance with project requirements and specifications through design, development and test activities. Generates complete design specifications for complex projects, prepares and submits technical papers and performs engineering studies as required.

Verifies designs prior to implementation, and complies with industry standard engineering processes, documentation, configuration management and test procedures. Coordinates and works closely with other engineering, logistics, financial, and program management disciplines to define system specifications and requirements, in the development and deployment of engineering products.

Determines test objectives, instrumentation, and data requirements, writes test plans, schedules program activities, tracks funding and expenditures, plans and conducts test missions, analyzes resultant data, and documents results with test reports, statistical evaluations, and briefing presentations.

Conducts site visits and experimental investigations, analyzes engineering problems, proposes solutions and alternatives, and provides recommendations. Maintains technical project responsibility for assigned tasks and advises management of progress in support of the technical and administrative direction of project operations.

Supports the Configuration Management (CM) program to include the evaluation and monitoring of all modifications to systems or facilities, and the generation of Engineering Change Requests to improve interoperability, reliability, maintainability, and ensures adherence to applicable CM standards.

Minimum Requirements

Bachelor's degree in Electrical Engineering or related field.

Five years' applicable experience in Electrical and Systems Engineering project management, for design, test, and integration.

Experienced and knowledgeable in the areas of electrical and transmission theory, component and systems design, project engineering and project management, systems integration, configuration management, documentation, and technical writing.

Possess a valid state issued driver's license.

Possess and maintain an active DoD Secret security clearance.

Experienced with:

Naval Combat Training environments, Information Operations, Electronic Warfare, Fiber Optics and Optical Systems, Digital and Analog Communications, Data Transmission and Antenna design, Video Systems, Network and Data Encryption, and National Instruments LabView

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions. The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.
