Electric Utilities Assistant Director (Full-Time, Exempt)

Salary Range: $90,542.40 - $149,385.60

Work Schedule: Monday - Friday 8AM - 5PM

Job Overview:

Responsible for performing professional and administrative work overseeing the design, installation, operation, maintenance, and repair of the city's electric transmission and distribution system to facilitate the safe, efficient, and effective delivery of reliable electric services to customers; responsible for assisting the Electric Utilities Director in planning, organizing, and developing goals, objectives, projects, and work assignments in the Electric Utility Division.NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville. Service to the citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description. This job description is not intended to be all-inclusive. Employees may perform other related duties as needed to meet the needs of the organization.

  • Establishes, administers, and directs personnel in departmental policies such as safety rules and construction practices.

  • Recruits, interviews, and hires departmental personnel upon approval by Director.

  • Evaluates work performance of employees in their assigned divisions in accordance with City policy.

  • Coordinates electric engineering work and activities with other city departments, consultants, and contractors.

  • Confers with the Director on administrative and technical problems, cost estimates, and a variety of related issues that need practical solutions.

  • Works with Director to develop new administrative and technical policies to enhance overall electric utility operations.

  • Supports the Director on projects and promotion of new technologies to increase the performance and reliability of the electrical transmission and distribution system.

  • Evaluates current state statutes regarding the provision of electrical services to customers.

  • Participates in the negotiation and administration of pole attachment agreements with telephone and cable TV providers.

  • Prepares and reviews capital and operating budgets that identify and justify improvements necessary for the electric system capital improvement plan.

  • Develops formal written specifications for equipment and trucks; develops material specifications, and requisition materials to be used by the department.

  • Responds to customer requests for street lighting, security lights, service changes, customer problems, and other related services.

  • Performs complex engineering design and layout of electric utilities for underground and overhead distribution.

  • Reviews and approves plans submitted by developers and contractors.

  • Investigates voltage complaints and related problems, then directs needed corrections.

  • Performs technical voltage and power studies to either solve problems associated with the electrical system or diagnose as a customer issue.

  • Prepares and files reports required by state and federal agencies.

  • Performs and directs the operation, installation, maintenance, and updates of the SCADA system.

  • Supervises emergency situations; receives citizen inquiries and complaints; participates in public relation activities at the Director's discretion.

  • Act as the Electric Utilities Director in their absence.

  • Performs other duties as assigned.

  • Bachelor's degree in electrical engineering, civil engineering, or a related field.

  • Three (3) years of increasingly responsible supervisory experience in the electric utility industry

  • Five (5) years of experience in computer skills using the CADD System (AutoCAD), ARC GIS, SCADA system, and Microsoft Office products.

Special Requirements

  • Possession of a valid N.C. driver's license or ability to obtain within 60 days of establishing a permanent residence in North Carolina.

  • Possession of an active Professional Engineer License (PE) in the state of North Carolina or Engineer Intern certification with ability to acquire a Professional Engineer License within 24 months of hire date.

Knowledge, Skills, and Abilities

  • Thorough knowledge of the theories and practices of construction, repair and maintenance of high and low voltage electrical distribution systems.

  • Thorough knowledge of the various state/federal regulations pertaining to municipal-owned electrical systems.

  • Thorough knowledge of Survalent SCADA (Supervisory Control and Data Acquisition) system and other related computer systems.

  • Working knowledge of principles and practices related to development and administration of annual operating and capital budgets, contract negotiations, and public relations.

  • Working knowledge of applicable laws, codes, and safety orders relating to electrical line work.

  • Ability to plan and coordinate divisional work objectives with other departments, divisions, and contractors.

  • Ability to read and interpret electrical distribution construction plans and specifications.

  • Ability to prepare and maintain accurate records and reports.

  • Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing.

  • Ability to establish and maintain effective working relationships with colleagues, other departments, city officials, and the public.

Job Related Physical Activity Requirements

This position involves light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Physical activity related to this position may require the use of fingers and hands, climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required to express or exchange ideas by means of the spoken word and to convey detailed or important instructions to others; hearing is required to respond to spoken words, to receive and understand information, and/or to make fine distinctions in sound; visual acuity is required for depth perception, visual inspection involving small defects and/or small parts, preparing and analyzing written or computer data, operation of machines or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Working Conditions

The employee is not subject to adverse environmental conditions. Employee may be required to wear personal protective equipment (PPE) while performing certain duties. Employee may be required to work nights, weekends, holidays, and/or during emergency situations.
