Performs a variety of first-line supervisory and technical administrative duties overseeing the functions of System Operators, SCADA/EMS Operations and 24/7 operations of the IPL Operations Center. Oversees and performs monitoring and analysis of the day-to-day operations of an electric power system and energy markets. Develops and Administers the System Operator Training program.

Supervision & Day-to-Day Operations: Monitors the daily operations of the electric power system and energy market; provides analysis and prepares reports under the direction of the P&L Operations Supervisor, and in accordance with established policies and standard operating procedures for the electric power system; assists P & L Operations Supervisor and Operations Center Staff during emergency operation conditions of the power transmission system and generation; develops, reviews and recommend changes to operational policies/procedures for normal and emergency operations.

Assists in maintaining compliance with applicable NERC Reliability Standards, including the continued development and administration of the System Operator training program to meet NERC requirements, City and Department Policies as well as providing assistance to the P & L Operations Supervisor.

Develops System Operator training plan, materials and tracks required renewals of System Operator certifications, performs annual review of training program, job task analysis and recommends changes for improvement.

Reviews and approves switching orders, coordinates outages and construction schedules for generation and transmission equipment with internal staff and external organizations; recommends and reviews various planning and operational electric power system studies; recommends and implements various operational tools and SCADA/EMS features to ensure staff within the Operations Center have the necessary tools to monitor and control the electric system, including energy market activities.

Internal & External Customer Relations: Coordinates electric power system operations with Department staff, neighboring utilities, and the Reliability Coordinator (Southwest Power Pool - SPP); Collaborates with department staff, SPP, neighboring utilities and P&L's Energy Market Agent to support System Operations.

Minimum Qualifications:

Education and Experience: Graduation from college or university with a bachelor's degree in electrical engineering or related field; AND Four (4) years of experience performing above and related duties with emphasis on transmission operations.

OR

An equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Considerable knowledge of design, engineering and operation of electric power/transmission systems; electrical construction standards and practices; National Electrical Safety Code; accounting and cost estimating; applicable state, federal and local laws, rules and regulations.

Considerable Skill in Using tact, discretion, initiative and independent judgment within established guidelines; researching, compiling, and summarizing a variety of informational and statistical data and materials; organizing work, setting priorities, meeting critical deadlines, and following up assignments with minimum direction; applying logical thinking to solve problems and accomplish tasks; understanding, interpreting and communicating complicated policies, procedures, and protocols; computation and analysis, including mathematical and computer applications; communicating clearly and effectively, orally and in writing; preparing clear and concise reports, correspondence and other written materials.

Ability to perform studies, create procedures, and provide training, and lead in critical situations is fundamental to this position; understand and carry out oral and written instructions, giving close attention to detail; apply concepts such as fractions, percentages, ratios and proportions to practical situations; read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals, and so forth; analyze and interpret professional periodicals and journals, technical procedures and government regulations; make operational decisions quickly based on engineering fundamentals and operating policies during periods of high activity.

Must possess a valid driver's license. Must complete required NIMS level training within first six months of hire.

Valid State Driver's License. May be required to work overtime or extended hours during emergency conditions. NERC Operator Certification preferred.

Typical Work Environment.

The incumbent's working conditions will normally be relatively quiet indoor activities, but outdoor work may be required. This position could require work beyond normal working hours.. Mental application utilizes memory for details, verbal instructions, critical thinking, and creative problem solving.
