Performs high and low-voltage line work involved in the construction and maintenance of the electric distribution system including overhead, underground, and light systems. Installs, removes, and maintains, distribution and service lines/equipment. Troubleshoots and assists in resolving unplanned power outages; participates in restoring power services in a safe and timely manner; and communicates with utility customers regarding electrical complaints, planned outages, and potential electric hazards during power outages. Incumbents in this classification are required to be on-call on a rotating basis.

  • Demonstrate mastery and continue duties of a Journeyman Lineman

  • Construct and maintain overhead and underground electric lines and equipment

  • Inspect existing primary and secondary power lines and equipment

  • Correct and/or report problems and observed hazards

  • Maintain and operate vehicles and equipment

  • Investigate trouble on lines and locate the cause of power outages

  • Maintain and service, including cleaning and repairing, all tools and equipment

  • Perform rubber glove work on energized lines from aerial device

  • Work on de-energized or grounded lines or equipment, both from the pole or an aerial device

  • Participate in and successfully complete scheduled training

  • Assist in the training of others

  • Demonstrate diligence in learning and adhering to safety regulations

  • Must be available for and participate in Call-Out duty

  • Responsible for the construction and maintenance of overhead and underground lines

  • Maintain construction standards and acceptable specifications

  • Lead and/or monitor job briefings and tail board meetings

  • Maintain a safe and reliable system for customers and the general public

  • Maintain and promote a safe work environment for employees

  • Manage construction project completion

  • Participate in emergency restoration and call-out duty

  • Participate in the process for damage claims

  • Resolve customer complaints and answer customers' questions

  • Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes

  • Implement corporate and departmental policies, procedures and service standards in conjunction with management

  • Discuss job performance problems with supervisor to identify causes and issues and work to resolve problems

  • Teach and instruct employees in job duties and company policies Instruct and supervise subordinates in the absence of the Crew Lead

  • Interpret and communicate work procedures and company policies to staff

  • Develop and review operating procedures

  • Establish work priorities and activities

  • Coordinate activities with other departments

  • Conduct and participate in safety meetings

  • Stay abreast of advances in technology

  • Available to perform other line work as required.

  • Perform other duties as assigned.

MINIMUM REQUIREMENTS:

Education, training and Experience Guidelines - Electric Journeyman Lineman

High school diploma or equivalent. Must be at least 18 years of age. Must be certified by the Department of Labor (DOL) as a Journeyman Lineman.

If you are not a DOL Certified Journeyman Lineman, then you must receive a certificate of skills from the City's Apprentice Lineman Training Program or an accredited approved alternate.

Knowledge/Skills/Abilities:

  • Ability to operate heavy equipment safely; ability to follow electrical safety procedures; ability to maintain Texas Class "A" CDL driver's license applicable to job responsibilities and good driving record.

  • Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting

  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information

  • Knowledge of principles and processes for providing customer service

  • Knowledge of principles of electricity, safety practices and codes

  • Knowledge of electric power industry construction standards

  • Knowledge of voltage testing equipment

  • Skilled in monitoring and managing performance

  • Skilled in establishing and communicating performance expectations

  • Skilled in time management

  • Skilled in prioritizing and managing changing priorities

  • Skilled in anticipating, identifying, analyzing and resolving conflict and problems

  • Ability to serve as a positive role model and mentor to assigned apprentice

  • Ability to communicate effectively verbally and in writing

  • Ability to listen and understand information verbally and in writing

  • Ability to teach employees to set up and disseminate information from various types of voltage testing equipment

  • Ability to train and teach employees the art of troubleshooting and the safe, timely manner of power restoration; including substation, distribution lines and residential lines

Employment is contingent on passing post-offer, pre-employment drug testing, pre-employment physical, and criminal background investigations.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "A" Texas driver's license.

Contingent offer requires successful pre-employment screening to include drug screening, driver's license check, background, and physical exam. Physical could be waived if the successful candidate has been performing the work of a line worker for the last seven (7) months.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, and use of foot controls.

Temperature extremes from weather and engines; loud noise from engine and blown fuses; creosote burns; live electric lines; occasional dogs and insects; uneven terrains; exposure to poison oak, ivy, and sumac; entry into confined spaces.

Hiring Range: $79,417.00 - $99,486.40 annually depending on qualifications.
