Under minimal supervision and with considerable latitude for the use of initiative and independent judgment, responds to system disturbances, electric outages and power quality issues on City of Georgetown's Electric overhead and underground distribution system. Incumbents in this classification are required to be on-call on a rotating basis.

  • Investigates electrical disturbances, electric outages, and power quality issues, performs emergency electrical system isolation, and restores and/or repairs the overhead and underground electrical distribution system.

  • Troubleshoots and assists in resolving unplanned power outages; participates in restoring power services in a safe and timely manner; and communicates with utility customers regarding electrical complaints, planned outages, and potential electric hazards. during power outages

  • Responds to on-call, emergency call back, system disturbances, electric outages, and power quality issues. For both overhead and underground installations from an aerial bucket, climbing poles & ground on energized lines; assembles transformers, switches, pad mounted facilities, metering, street lighting, capacitors, and circuit switching & protection installations.

  • Makes scenes safe, where electrical hazards are present, including de-energizing hazardous electrical lines and equipment, barricading, and communicating safety issues to the public, site personnel, and other City of Georgetown departments when needed.

  • Communicates and works with System Operations (Control Center) personnel, demonstrating, teamwork, safety, and customer service.

  • Participates as a mentor for Apprentice Linemen in the Apprentice Lineman Training Program.

  • Assemble & disassemble hardware for overhead & underground installations in an energized environment.

  • Troubleshoot, repair, and maintain electronic test equipment.

  • Cut and clear brush at ground level and along aerial lines.

  • Conducts detailed tailboard meetings to ensure all employees on a job site have the information, work skills, and tools to complete their work safely.

  • Performs other work as assigned.

MINIMUM REQUIREMENTS:

Education, training, and Experience Guidelines

High school diploma or equivalent. Four (4) years of full-time related experience as an electrical journeyman lineman or documented training program approved by the industry and verified by the City's training program administrator. Or have received Certification from the Department of Labor as a Journeyman Lineman.

If not Certified as a Department of Labor Journeyman Lineman a successful candidate must complete 8000 hours of textbook training and four (4) years of on-the-job skills training with the City of Georgetown's Apprentice Lineman Training Program to be verified by a mentor, program administrator, and a review board.

Graduation from a utility lineman certificate program and/or a two (2) year associate of applied science program for utility lineman or electric power technology will aid in qualification at this level. The preferred candidate will have an equivalent to or combination of experience listed that provides for the required knowledge, skills, and leadership abilities and must demonstrate abilities with training documentation to be qualified at this level or be Certified by the Department of Labor as a Journeyman Lineman.

Must be at least 18 years of age.

ADVANCEMENT TO NEXT LEVEL:

Must be able to demonstrate duties and skills of an Electric Distribution Troubleman, knowledgeable of the adopted Safety Handbook as it applies to the City of Georgetown Electric Lineman, or possess a certificate of comparable training to be verified and demonstrated to the program administrator of the Cities training program for certification. Advancing journeyman lineman must possess strong leadership skills and abilities to perform daily activities without additional instruction as an Electric Distribution Troubleman to conduct daily tail board discussion of current projects, be knowledgeable of switching procedures and outage restoration, demonstrate the ability to climb poles, perform hurt man rescue by pole and from a bucket, possess a Class "A" CDL Texas Driver's License, proper use of personal protective gear, knowledge, and ability to install grounding, circuit and transformer connections, hotline handling tools and techniques, demonstrate hot bucket work, operation of all electric equipment, termination of overhead and underground conductors, voltage and transformer load calculations, basic math calculations.

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Knowledge and skill in electric utility regulations, practices, procedures, and/or requirements outlined in the National Electrical Safety Code (NESC), American Public Power Manual, NFPA 70 National Electrical Code (NEC), and applicable local codes and ordinances.

  • Knowledge of City of Georgetown Electric safety rules, regulations, work practices, task restrictions, standards, and procedures associated with the electrical distribution system, electric system restoration, and high voltages.

  • Knowledge of advanced electrical theory and principles related to electricity, magnetism, circuits, and electrical equipment.

  • Knowledge of installation, operation, and maintenance of electrical equipment, apparatus, and instruments.

  • Knowledge of the equipment and methods used in the construction and maintenance of high-voltage electric distribution systems.

  • Skill in handling conflict and uncertain situations.

  • Skill in handling and prioritizing multiple tasks.

  • Skill in operating computers and related software applications.

  • Skill in preparing, completing, and maintaining clear and concise written and electronic records/reports.

  • Skill in performing various connections, configurations, procedures, and phasing of circuits to transformers, breakers, and disconnects.

  • Skill in advanced troubleshooting of electrical systems using various electronic test equipment (i.e. Multi-Range Voltage Detector [MRVD], phasing sticks, rotation meters, Digital Multi-Meters [DMM], and clamp-on amp meters).

  • Skill in working on and around energized lines and equipment.

  • Skill in effective oral, written, and electronic communications.

  • Skill in operating switching devices and equipment.

  • Skill in using, inspecting, maintaining, and safely storing Personal Protective Equipment (PPE) and Personal Protective Devices (PPD).

  • Ability to read and understand oral, written, and electronic instructions, technical manuals, specifications, blueprints, sketches, diagrams, maps, and drawings.

  • Ability to meet and maintain driver eligibility standards in the City of Georgetown Driver Safety Program.

  • Ability to establish and maintain effective communication and professional working relationships with city employees, customers, and the public.

  • Ability to perform strenuous work outdoors in all types of temperature extremes and weather conditions.

  • Ability to work with frequent interruptions, changes in priorities, and rotating shifts.

  • Ability to properly lift and carry equipment and supplies weighing up to 50 pounds

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "A" Texas driver's license.

Certificate of Skills from the Cities Apprentice Lineman Training Program or accredited approved alternate. Documentation and demonstration of abilities must be presented and demonstrated to the program training administrator within a six (6) month evaluation period. This applies if the candidate is not certified by the Department of Labor as a Journeyman Lineman.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, and use of foot controls. Temperature extremes from weather and engines; loud noise from the engine and blown fuses; creosote burns; live electric lines; occasional dogs and insects; uneven terrains; exposure to poison oak, ivy, and sumac; entry into confined spaces.

Hiring Range: $40.09 - $50.22, hourly.
