PEOPLE FIRST - Conduct fair, accurate and transparent elections to increase public participation and confidence.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking enthusiastic and committed applicants for the position of Elections Specialist II.

The current position is a full-time, temporary (extra-help) position. Extra-help positions are at-will assignments, paid on an hourly basis. Some extra-help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

The ideal candidate has working knowledge of the election process, experience working in an elections office, and the ability to interact professionally with elected officials, high-profile candidates, and members of the public.

Examples Of Duties

TheElections Specialist II, under general supervision, provides a broad range of office, technical, and specialized support to the election process. This is a great opportunity for an interpersonally effective, innovative, and hard-working individual to contribute to the elections process by:

  • Compiling sample ballots, specialized election documents, and similar materials with accuracy, completeness, and correct English usage.

  • Schedule and manage teams of personnel for function testing, operating voting equipment, ballot retrieval, couriers.

  • Coordinate the deployment and recovery of Vote Centers between Elections units and vendors.

  • Train warehouse and field technicians on warehouse safety, secure equipment setup and usage, etc.

  • Researching and assembling various election related information.

  • Maintaining files, updating databases, and generating reports.

  • Leading temporary workers in performing elections related work.

  • Providing clear and accurate information regarding elections, voter registration, and related policies to the public.

  • Contributing in the education of voters and training of temporary elections workers through various outreach activities, events, and classes.

  • Processing a variety of forms and documents, such as registration affidavits and absentee ballots in a high-speed electronic setting.

  • Proofreading sample ballots, specialized election documents, and similar materials for accuracy, completeness, and correct English usage.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is equivalent to two years of general clerical or office support experience.

Knowledge of:

  • Basic California election laws, regulations, and procedures.

  • Basic inventory control methods and techniques.

  • Office administrative practices and procedures, including filing and the operation of current office equipment.

  • Basic business data processing principles and the use of office or online computer applications.

  • Business arithmetic, including percentages and decimals.

  • Recordkeeping principles and procedures.

Skill/Ability to:

  • Perform technical, specialized, and complex election support work.

  • Read, interpret, and apply rules, polices, and procedures.

  • Organize, research, and coordinate election files and databases.

  • Use initiative and sound independent judgment within established guidelines.

  • Operate standard office equipment, including typing with enough speed and accuracy to produce correspondence and enter information into a computer system.

  • Establish and maintain effective working relationships with those contracted in the course of the work, which include high-profile candidates, elected officials, temporary workers, and other agency personnel.

  • Overseeing testing functions of electronic voting equipment.

  • Inventorying and moving voting equipment and Vote Center supplies.

  • Overseeing delivery, connection and testing of voting equipment at Vote Centers.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
