Description of Job

The Elections Division supervises elections in the State of Colorado. The Division supports 64 counties in planning and executing elections that comply with relevant federal and state election laws.

Within the Division, the project management and business analyst team (PMBAT) serves to improve Division programs through managing projects, supporting and maintaining the Division's performance metrics program, advising in the strategic planning process, monitoring trends and industry standards, providing legal and data analysis, developing process improvements, supporting employee engagement, and identifying and addressing short-term problems that are hindering the operational efficiency and effectiveness of Division programs while implementing long term solutions to bring about positive changes in Division operations.

MAJOR OBJECTIVE OF POSITION:

This position will support the division through collecting, analyzing, and visualization of data.

Duties to include:

Data Collection and Analysis

  • Apply statistical methods, data mining techniques and predictive modeling to extract meaningful insights.

  • Prepare comprehensive reports, presentations, and summaries to analytical findings and recommendations for diverse audiences.

  • Ensure the integrity, accuracy, and reliability of data by implementing quality control measures and resolving data discrepancies or anomalies.

Design Data Visualization and Graphics

  • Create compelling visual representations of data using charts, graphs, and interactive dashboards to communicate findings effectively to internal and external stakeholders.

  • Ensure all visual data representations are easily understood by a broad array of stakeholders in all communication.

  • Collaborate with stakeholders to identify the need for data visualizations and graphics.

MINIMUM QUALIFICATIONS:

Applicants must meet the minimum qualifications to continue in the selection process for this position. Work experience and qualifications must be specifically documented on your online application. This position requires a total of 5 years in applicable professional experience and/or education in a field of study related to the work. To be considered for this position, your application must clearly demonstrate that you meet one of the following options outlined below:

OPTION 1 - Experience

Five (5) years of professional experience, which must include any two from the below list:

  • Experience working in data analysis including data mining techniques.

  • Experience preforming data cleansing, transformation, and validation.

  • Strong proficiency in data visualization tools such as Tableau, Power BI, Excel, Access, or other data management tool.

  • Experience implementing data validation rules to ensure accuracy and integrity of data.

  • Experience with Agile methodologies for project management.

  • Experience working with stakeholders to determine needs for data visualization and graphics.

OR

OPTION 2 - Education and Experience combined - Be sure you've attached a copy of your unofficial transcript to qualify for this option.

Graduation from an accredited college or university with a bachelor's degree in Finance, Data Analysis, Data Science, Statistics, or Business Analytics or in a field of study closely related to the work environment. Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. (24 passing credit hours is equal to one year).

PLUS

any remaining years of professional experience that includes any two from the above list to equal a total of five (5) years between education and experience combined. For example:

  • One (1) year of the above professional experience is required if you have earned a bachelor's degree at an accredited institution in one of the above fields of study.

  • If you have earned a master's degree at an accredited institution in one of the above fields of study, this meets the minimum qualifications.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

  • Strong self-motivation and ability to proactively problem solve - the process of finding solutions to difficult or complex issues.

Preferred Qualifications:

  • Preference will be given to those candidates with previous State Service related to the work assigned to the position.

  • Experience using a database management tools.

  • Experience with Power BI

  • Working knowledge of Excel, particularly in creating and maintaining spreadsheets, including use of advances tools such as formulas.

  • Professional experience working with local or national election process.

  • Highly collaborative - ability to work with others towards a shared goal.

  • Microsoft Office Suite skills (Word, Excel, and Outlook, Teams)

  • Ability to successfully work independently and on a team.

Conditions of Employment

  • This position will be required to undergo a criminal background check.

  • Must get and maintain election official certification.

  • While a wide salary range is posted for this position, an eventual salary offer is determined by a comprehensive salary analysis, which considers multiple factors including but not limited to education and experience compared to others in the organization doing substantially similar work.
