Coordinates and directs the plant's safety, health and environmental programs. The Environmental, Health and Safety (EH&S) Manager provides professional leadership and direction for the plant through the use of industry best practices. The EHS Manager is responsible for compliance of safety, health and environmental programs, and coordination between operations, support groups, and senior leadership. The role embraces a strong commitment to safety as a core value and ensures compliance with all applicable Federal/State Regulations and US Silica HSE practices and procedures.
Essential Job Functions:
Safety Responsibilities
Working safely is first priority
Follow all Federal and State safety regulations, and company safety policies and procedures
Report potentially unsafe conditions; aid in correcting unsafe conditions; Use equipment and materials properly.
Accompanies all MSHA inspectors during any plant or mine inspections
Maintains MSHA certification & fulfills the role of primary on-site MSHA instructor
Conducts and ensures all New Miners receive 24 hours of MSHA before work is started.
Plans and schedules annual MSHA refresher training and make-up sessions
Manages behavior-based safety (BBS) observations at both plant and mine and heads up the employee-driven BBS team
Oversees detailed area safety inspection programs at the mine and plant
Maintains, plans, and implements safety policy objectives that are aligned with corporate objectives
Maintains required compliance documentation as required by company policy, state, and federal laws, MSHA quarterly and annual reports
Performs random inspections of mine & plant work areas to identify & correct hazards that adversely affect operational safety
Performs quarterly dust sampling to detect concentrations of nuisance dusts and/or crystalline silica & test employees' noise exposure for compliance with permissible exposure levels
Helps design and implement company-wide safety training programs to be used by key personnel for training of mine or plant personnel
Gives instructions & training to mine and plant personnel in safe working practices, first aid, and strives to promote and maintain safety-mindedness of workers
Investigates accidents; reports causes and recommendations for remedial action to insurance companies, mine management, and state authorities
Publishes hazard alerts pertaining to plant accidents/incidents in a timely manner to other EP plants
Manages random drug testing program
Processes accident reports and initiates worker's compensation reports and manages claim through claim closure
Schedules annual employee health testing (audiograms, chest x-rays, & pulmonary function)
Reviews all process changes entered as part of the Management of Change process and performs Job Hazard Analyses when appropriate
Orders all safety supplies
Oversees company's contractor safety management program at plant and mine sites
Responsible for the Hazardous Chemical management through company on-line system
Ensures all training records for all employees are up to date.
Tracks all plant and mine scorecard safety metrics and ensures they are represented correctly in plant and mine scorecards.
Environmental Responsibilities
Follow all statutory, regulatory and organizational procedures to protect the environment from hazardous waste exposure.
Maintain air quality management systems to ensure Title V air permit compliance
Work with Corporate Director of EHS on submission of air permit modifications and renewal applications for plant and mine
Maintains an upset log on all unplanned emissions & informs Oregon DEQ whenever excess emissions occur or if there are problems with any readings
Accompany State & Federal inspectors during plant and mine environmental inspections.
Method 9 observer certification for stack emission compliance and fugitive dust compliance
Maintains filing system to document plant compliance
Maintains management system for hazardous waste ensuring proper storage, disposal, labeling, monthly inspections, and recordkeeping
Trains all affected personnel on hazardous waste generation
Monitors and ensures compliance with all universal waste and all other wastes, such as, solvents, used antifreeze, etc.
Ensures that the spill prevention plan is being followed and training is covered with all employees.
Maintains radioactive scale compliance with permit conditions and required testing
Perform ground water monitoring in support of mine's Environmental Impact Statement (EIS) and ensure all environmental requirements of its associated Records of Decision (ROD) are met.
Required Education, Experience, and Skills:
High school diploma or general education degree (G.E.D.). College degree preferred in Environmental Health or Safety and/or work-related experience for a minimum of five (5) years training pertaining to safety management, or regulatory reporting.
Method 9 emissions certification, CPR/First-Aid Instructor Certification, herbicide application certification (for weed control), UST (underground storage tank), hazardous waste management, & HAZ COM.
Valid driver license with qualifying DMV driving history
Good computer skills, particularly Microsoft Office and ERP applications.
Exceptional organizational skills
