Summary

The EHRM Learning Manager is responsible for managing VHA/ ILEAD Program Office Administrative access to the TMS and mapping of VHA Program Office staff to the Domain Structure to courses, events, assignments, instructors, facilities, locations and equipment in the TMS. The ILEAD EHRM Team functions as expert technical support for VA medical centers and VHA field and program offices to manage user accounts and training content in the TMS involving EHRM.

This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and VA CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. All other candidates will not be considered.

The major duties of this position include but are not limited to:

  • Develops policy and procedure for TMS Administrators at VHA Program Offices and ensures TMS Administrators are properly trained in their administrator role.

  • Responsible for managing in the TMS VHA courses and content, creating and managing VHA level automatic assignment profiles and managing VHA Program Office reporting needs from the TMS.

  • Manages the import of items, content and learning history from other applications into the TMS.

  • Provides guidance and oversight to group users into TMS domains that mirror the VHA Organizational Structure.

  • Manages the interfaces for VHA Program Offices eLearning and web- based courses in the TMS to include documenting the interface between the content host (when appropriate) and ensuring the content objects, documents and support material are created per VA policy and procedures.

  • Creates and manages appropriate curricula, training requirement or assignment profile to assign and manage the course.

  • Generates or manages the creation of TMS reports as needed/required by VHA Program Office staff.

  • Ensures new employees are being added to VHA Program Office organizations in a timely manner and mandatory training is assigned; duplicate user profiles are consolidated; non-VA staff are inactivated when they no longer have a business relationship with the VA.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/18/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify at the GS-11 grade level, you must meet at least one of the following qualification requirements:

GS-11 Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is experience that included all or most of the following:

  • Administrator duties using the VA Learning Management System (called TMS - Talent Management System) for a VAMC, Program Office, or VISN as their primary duty.

  • Working experience with EHRM - Talent Management System (TMS) principles, research, analysis, and evaluation techniques to perform a variety of administrator level TMS tasks and related duties.

  • Understanding the design, implementation and evaluation of a learning management system, specifically the VA TMS, and the infrastructural elements in with which it is integrated.

  • Familiarity with VHA education policy, implementation, or best practices.

  • Knowledge of emerging technologies and their applications.

  • Serving as the primary TMS Domain Manager (managing VHA/ Program Office Administrative access to the TMS; VHA/ Program Office Domain Structure and VHA level courses, events, instructors, facilities, locations and equipment) in the TMS.

  • Developing policy and documents procedure for TMS Administrators (Learning Managers, Item Managers, Content Managers, Scheduling Managers, Assignment Managers, Help Desk Managers, Report Managers and Performance Managers) at VHA/ Program Offices and ensures TMS Administrators are properly trained in their administrator role.

  • Managing in the TMS, VHA courses and content, creating and managing VHA level automatic assignment profiles and managing VHA/ Program Office reporting needs from the TMS.

GS-11 Education: A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with your application materials. GS-11 Combination of Education and Experience: An equivalent combination of specialized experience and graduate education as described above may be used to meet the total qualification requirements for this position.   • Technology Awareness- Knowledge of developments and new applications of information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements.

  • Technical Competence- Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary. Work is performed in a typical office environment. May require occasional travel.
