TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

Under the general supervision of the Educational Specialist III of the English Learners/Migrant Education Section, the Educational Specialist II:

  • Provides leadership in the planning, design, development, and implementation of Title III (Language Instruction for Limited English Proficient and Immigrant Students), Part A (English Language Acquisition, Language Enhancement, and Academic Achievement Act) and Part B (Improving Language Instruction Educational Programs). Coordinates and provides technical assistance to complex areas and schools with Title III funds that have high numbers of limited English proficient students.

  • Plans, designs, and develops the various innovative high quality language instructional programs and related materials in the State in coordination with other state educational specialists involved in instruction and curriculum for students of limited English proficiency; evaluates the merit and feasibility of alternative instructional approaches, methods, and organization; evaluates and recommends improvements in the current programs and services offered to districts. Prepares annual performance reports, budgets, expenditure plans and other documents as required.

  • Develops and provides professional development for state, district, complex area and school staff responsible for providing English acquisition learning activities and differentiated standards-based instruction in the core content subjects for non-native English speaking students who have varying degrees of English proficiency in order to carry out the purposes of programs and projects assisting students of limited English proficiency.

  • Coordinates and conducts program review and/or monitoring in coordination with the State's EL and other programs to determine compliance with federal and state regulations. Collects, aggregates, analyzes, reports, and transmits data and other information and required reports on the impact of funds on students of limited English proficiency in the State and the education services provided or available to them. Provides oversight for Title III requirements in the Electronic Comprehensive Student Support System (eCSSS) and Financial Management System (FMS).

  • Provides technical assistance and consultative services to district, complex, school, and other state office personnel; to community and parent groups; and to others requesting such services as pertaining to the education of students of limited English proficiency. Serves as an active member of DOE cross-functional teams related to improving instruction at the school level.

  • Serves as a liaison between the HIDOE and other state and federal government agencies, community groups, professional organizations, and mainland agencies and organizations in the area of bilingual/multicultural education and English as a Second Language (ESL).

  • Performs other related duties as assigned.

Minimum Qualifications

Education: Graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the area or areas of assignment.

Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.

Experience Desirable: Supervisory work experience, survey development and grant writing, implementation and monitoring.

Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principals of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area or areas of assignment; research developments, trends and current issues or problems pertinent to the area or areas of assignment; laws, rules, regulations and administrative procedures pertinent to the area or areas of assignment.

Ability to: Provide leadership, planning and coordination in the area or areas of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area or areas of assignment; maintain awareness of developments in curriculum or program areas.

Desired Ability to: Develop and implement on-line professional development and appropriate on-line tools (i.e., Sharepoint, podcasts, voice threads, website, WebEx, webinars, etc); able to supervise personnel at various work sites, as well as organize/prioritize work and multi-task to maintain an effective work pace while working under deadlines.

Supplemental Information

SALARY RANGE: EOSR-7, $107,345 to $151,953.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $107,345.

WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.

  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.

  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.

  • Social Security: As an employer, the State also contributes to an employee's social security account.

  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.

  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation.
