TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

Under the general supervision of the Director of the Office of Hawaiian Education, the Educational Specialist II:

• Provides leadership in the planning, development, implementation and evaluation of the State Kaiapuni Distance Learning program in alignment to the FAFKE. Provides direction for the operations and personnel management of the program, develops and supports the staff, provides effective management to build a cohesive and collaborative work environment, and completes evaluation for all subordinates.
  
  Provides training and information to ensure a successful program and conducts observations, provides feedback, supports, and evaluations. Completes all required processes within timelines and due dates.

• Provides leadership and direction for the effective administration, operations, fiscal management, and communications for the Distance Learning program, which will provide a distance learning program for students while remaining enrolled in their home-based schools. Collaborates and communicates with other State Offices, school-based and complex area personnel to design and implement the Distance Learning program for a Kaiapuni educational context.
  
  Monitors and evaluates the program and participates in improving the program and services offered to schools, complexes and districts. Prepares reports, memos and other documents as required.

• Coordinates and provides open communication that is proactive and timely, serving as the liaison with complex areas and home-based schools for all students in the Distance Learning program. Keeps abreast of current and significant research and promising educational activities related to distance learning that supports student achievement. Serves as a liaison between the Department and other agencies, community groups, and professional organizations as requested.

• Designs, develops, and provides professional development weekly. Plans, coordinates and facilities the professional development/professional learning community sessions. Provides assistance and supports in other digital design programs as needed.

• Helps with consultative services and training to Distance Learning team, district, complex area, schools, and other state office personnel; to community groups, and to others requesting such services as pertaining to the FAFKE and Kaiapuni programming.

• Performs other related duties as assigned.

Minimum Qualifications

Education: Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.

Education Substitution: Bachelor's degree from an accredited college or university or valid certificate/license in education plus two (2) additional years of relevant experience in a subject field appropriate to the area of the assignment and two (2) years of school level curriculum design leadership focused on Kaiapuni education and/or Hawaiian education.

Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.

Desired Experience: Teaching in a Kaiapuni education context and experience as a Kaiapuni or school administrator with supervisory work experience in program design, implementation, and monitoring.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; principles of learning and individual differences; tests and measurements; purposes, methods and materials pertinent to one or more subject matters and/or program areas of assignment; laws, rules, regulations and administrative procedures pertinent to the areas of assignment.

Desired Knowledge: Foundations of education including instruction for a Hawaiian language medium context; Hawaiian language oral and print proficiency; curriculum design and development; educational statistics; research developments, trends and current issues or problems pertinent to the area(s) of assignment; Hawaiian education, culture, history, and language; Hawaiian culture protocol; federal native Hawaiian education and health programs; basic principles, theories, and current practices of the impact of technology on education, including curriculum and program planning and development; principles and practices of supervision.

Ability to: Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments and devices appropriate to one or more subject matters and/or program areas of assignment.

Desired Ability to: Develop, analyze and evaluate plans, programs and procedures; maintain awareness of developments in curriculum or program areas; high level of Hawaiian language proficiency and fluency (successful completion of four-year Hawaiian language coursework at the university level and/or successfully passing a Hawaiian language proficiency exam).

Supplemental Information

SALARY RANGE: EOSR-7, $107,345 to $151,953.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $107,345.

WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

• Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.

• Social Security: As an employer, the State also contributes to an employee's social security account.
