Duties and Responsibilities
Provides staff support in the following field of assignment or subject matter area: Culturally safe mental health and substance use prevention and treatment for Native Hawaiian and other Pacific Islander health equity.
Supports senior associates in the performance of specific work assignments, such as program evaluation for culturally anchored projects contracted by the Hawai'i state offices including but not limited to the Alcohol and Drug Abuse Division at the Department of Health.
Develops and/or directs and/or coordinates and/or participates in the administration of programs and associated activities in specialized area of responsibility, i.e., curriculum and learning tool development.
Recommends changes, e.g., cultural appropriateness to program policies and standard operating procedures to improve operations to achieve the most efficient and economical service as it relates to Native Hawaiian and other Pacific Islander health.
Conceives, plans, and directs tasks to produce or to support community-based projects.
Prepares written reports, e.g., monthly progress updates and annual program evaluation summarizing the results and observations of inspections and makes recommendations based on observations and application of standards, codes and regulations.
Executes a production cycle for publication of printed materials, e.g. design, cost analyses, copyrighting and/or registration of publications, creating and maintaining financial records, e.g., newsletters, curriculum and learning tool development.
Other duties as assigned.
Minimum Qualifications
Possession of a baccalaureate degree in Natural Sciences field, Public Health, Social Work, Hawaiian Studies, Pacific Islands Studies or related field and 3-4 year(s) of progressively responsible professional experience with responsibilities for program evaluation; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Considerable working knowledge of principles, practices and techniques in the area of culturally grounded health narratives and culture-based education as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Native Hawaiian and other Pacific Islander health.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer, apply word processing software, and evaluation programs such as Qualtrics, Otter.ai, Canva, Adobe Suite and Trello and telework programs such as Zoom, Google Suite and Slack.
If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Education and experience in the cultural and geographic setting specific to Hawaiian islands and Pacific Islands. Knowledge of Pacific Islands cultural history.
Desirable Qualifications
Basic knowledge of Olelo Hawaii (Hawaiian language) health terminology.
Knowledge of other Pacific Islander languages, culture and health.
