We are seeking an Education Equity and Restorative Justice Specialist (Program Analyst 3) to join our Office of Equity, Diversity, and Inclusion at the Oregon Department of Education. This is a limited duration position scheduled to end September 30, 2025. However, it may be extended pending funding approval. Limited duration positions are eligible for full benefits.

This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

This position is on the Safe and Inclusive Schools (SIS) Team in the Office of Equity, Diversity, and Inclusion (OEDI). The SIS Team is responsible for the development of equitable policies, procedures, and rules for the School Safety and Prevention System (SPSS) and other SIS initiatives, and works closely with both internal teams (i.e., Mental Health in Education) and external partners including Education Service Districts (ESDs), local school districts, as well as community-based organizations that serve youth and students via safety and prevention systems. This position is a limited duration (LD) opportunity to support a federal Bureau of Justice Administration (BJA) grant that ODE received through 2025.

What you will do!

The Education Equity, Safety and Restorative Justice Specialist position is critical to the work of the SIS team's BJA grant. This position will focus on operationalizing equitable practices to create an equity centered behavioral safety assessment model

  • The Oregon Model - for Oregon's K-12 education system statewide. The Model will emphasize cultural and identity focused practices and transformative and restorative justice practices. The person in this position, in partnership with SIS team members, and through collaboration with education partners, ESDs, districts, and community engagement, will develop a research based behavioral safety assessment model that focuses on eliminating inequitable practices and opportunities for bias in behavioral safety assessments. This position will partner directly with a regional ESD and school districts to conduct trainings and implement a toolkit for the new Model. This position will also develop and implement a statewide community of practice to highlight equitable practices in behavior safety assessments.

This role will be responsible for developing program standards and work with others to gain agreement on acceptable operational procedures and use of resources. This position will develop new strategies for program funding after the grant period. This position will work with a contracted evaluator to ensure program fidelity to objectives, sustainability and ensure the program meets grant requirements.

Minimum Qualifications (Need to have):

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program

OR;

Any combination of experience or education equivalent to seven years of experience coordinating or administering a program.

  • Experience collaborating with multiple partners, particularly culturally and individually diverse groups, including the solicitation and valuation of diverse viewpoints.

  • A strong commitment to racial equity and inclusion including the ability to learn and apply knowledge and skills to reduce bias, interrupt systemic oppression, and engage in and promote equitable, culturally-responsive practices.

  • Expert level professional communication through an experienced equity lens, using language and experience operationalizing equity in programs.

  • Experience, knowledge and understanding multidisciplinary research and practice related to restorative and transformative justice in educational settings and related to physical and behavioral safety.

  • Understanding of or experience in the application of the Salem-Keizer-Cascade Behavioral Safety Assessment model.

  • Experience in large and small group facilitation, and in providing training and technical assistance to diverse audiences.

  • Salary Range: The range listed is the non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
