About the Division of Child and Family Well-Being (DCFW):

This division works to ensure that North Carolina's children grow up safe, healthy and thriving in nurturing and resilient families and communities. It brings together complementary programs from the Divisions of Public Health, Mental Health, and Social Services to maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC and Child and Adult Care Food Program), health and prevention services for children and youth, children's behavioral health services, and early intervention programs.

Who are we?

The North Carolina Early Intervention Branch (NCEI) is a part of the N.C. Division of Public Health. It is the lead agency for the N.C. Infant-Toddler Program (ITP), which provides supports and services for families and their children, birth to three who have developmental delays and/or disabilities.  Research shows that birth to three is a critical time frame for working with families to support their competence and confidence as their child's best teacher because of what we know about brain development.  This early learning offers a window of opportunity to make a positive difference in how a child develops and learns.  The Children's Developmental Services Agencies (CDSAs), the local lead agencies that implement the ITP across North Carolina, work with local service providers to help families help their children succeed.To receive credit for all of your work history and credentials, you must list the information on the application form. Any information listed under the text resume section or on an attachment will not be considered for qualifying credit. Qualified candidates must document on the application that they possess all of the following:

  • Knowledge of early childhood development and conditions that lead to developmental delays/disabilities.

  • Experience conducting functional developmental evaluations of young children who may have delays or disabilities.

  • Experience interacting with and establishing rapport with families of young children.

  • Experience in writing and interpreting assessment reports for families.

Management Preferences:

  • Previous work experience in IDEA Part C or Part B programs is preferred.

  • Previous work experience with children who have developmental delays or disabilities.

  • Experience working with multidisciplinary/interdisciplinary teams.

Physical Requirements:

  • Driving and travel by car throughout the CDSA catchment area is required.

Master's degree in special education or psychology from an appropriately accredited institution, and two years of experience in educational testing; or a Bachelor s degree in special education or psychology from an appropriately accredited institution, and three years of experience in educational testing; or an equivalent combination of education and experience.The Department of Health and Human Services (DHHS) selects applicants for employment based on job-related knowledge, skills, and abilities without regard to race, color, gender, national origin, religion, age, disability, political affiliation or political influence.  Pre-Employment criminal background checks are required for some positions.
