Job Focus Area:

The DNS administers approximately $400 million in federal program funds each year to provide benefit    to more than 1,000 local sponsoring agencies and more than 10,000 facilities. Annual funding for the programs is over $400,000,000 of which over $5,000,000 is dedicated to state administration.

This position reports directly to the Education Consultant Supervisor for their assigned program(s). Duties and responsibilities include but are not limited to the following:
40% General Program Administration

  • Oversight of the program sponsors as assigned.

  • Recommends approval of sponsors and sites, monitors and trains local sponsor staff.

  • Recommends goals and objectives for the sponsors to the Education Consultant Supervisor; assists in the implementation of those goals and objectives.

  • Reviews and approves contracts/applications/agreements for sponsors of the program(s); continuously evaluates the contracts/application/agreements against state and federal requirements.

  • Makes revisions as needed and provides training and technical assistance in the implementation of these forms/contracts.

  • Researches, designs, implements and evaluates current and long range plans, rules, regulations, guidelines and policies for the sponsors; interprets this information to LDOE staff, sponsors and participants.
    25% Education, Training, Assistance, and General Presentations

  • Schedules training sessions for LDOE staff, local sponsors and participants. Develops all system's memos for updating program sponsors and participants; serves as authority on the program for all persons requesting information.

  • Participates in and leads the development of conferences, workshops and other training forums for sponsors and participants.

  • Designs, develops, and pilots, programs and research projects on the basis of national/state reports, trends, economic conditions, future needs, research findings, and state and federal legislative or policy developments.

  • Prepares position statements concerning proposed federal and state legislation related to the program.

  • Analyzes and reports the effects of state and national programs and policies on the programs, and recommends policy development and/or changes.

  • Assists in the preparation of presentations to the State Board of Elementary and Secondary Education.

  • Attends federal trainings and workshops; represents the department and division(s), at in-state and out-of-state conferences and trainings as assigned.
    20% Financial

  • Tracks, analyzes and disseminates financial data and reports as made available through the      Department's Office of Management and Finance.

  • Works closely with the audit resolution staff in developing first and second demand letters, reviewing corrective action plans and serves as representative for the LDOE in defense of administrative review and audit findings.

  • Works with sponsors and participants in addressing any administrative review findings or audit findings as necessary.

  • Works with the USDA/USDOE staff, OIG staff, FBI, State Legislative Auditor's staff, the State Attorney General's Office staff, staff from other LDOE divisions and other Federal, State and/or local officials as needed in the auditing, audit tracking, audit resolution, review and resolution processes.

  • Prepares technical and statistical reports as required to justify funding for the program and to provide information on the progress of the program in meeting its goals and objectives.
    10% Program Evaluation

  • Responsible for scheduling, tracking, implementation and follow-up of all reviews, general program reviews, technical assistance visits, and training and education sessions.

  • Assists the sponsor staff in program reviews and management evaluations as requested.
    5% Other

  • Works independently on special projects assigned by Division Director or designated Education Consultant Supervisor Position.

  • Note regarding the advertised pay range: The Education Consultant series have a special entrance rate that is above the minimum hire rate for these positions. The maximum amounts listed are the maximum salary amounts a person can make over their career and not the maximum amount we are allowed to pay a new hire.

One position is available, located in Baton Rouge, LA,. The person selected will be required to report to the Baton Rouge office regularly.  This position may be filled by a probationary new hire, or by promotion of any current permanent classified Louisiana State employee. MINIMUM QUALIFICATIONS:

Any of the following will qualify:
1.A baccalaureate degree plus three years of professional level experience in teaching or education; or in a public or private sector setting.
2.A master's degree plus two years of professional level experience in teaching or education; or in a public or private sector setting.
3.A master's degree in education plus one year of professional level experience in teaching or education; or in a public or private sector setting.

SUBSTITUTIONS:

A master's degree plus thirty graduate hours will substitute for one year of the required experience.

An Educational Specialist Degree will substitute for one year of the required experience.

A Ph.D. or Ed. D will substitute for two years of the required experience.

NOTE:

Advanced degrees will substitute for a maximum of two years of the required experience.

Supports the development and implementation of educational programs affecting populations involved in learning and education. Performs programmatic work in support of higher-level education professionals.

General from an Education Consultant Supervisor, Education Division Director, or higher-level professional.

SUPERVISION EXERCISED:

None.

LOCATION OF WORK:

Predominantly located at the Department of Education. Other locations may be approved by SCS.

JOB DISTINCTIONS:

Differs from the Education Consultant 1 by the presence of advanced level duties supporting certain aspects of an educational program with minimal supervision from a higher education professional.

Differs from the Education Consultant 3 by the absence of a high level of programmatic responsibility over all aspects of an education program.

Advises and provides technical assistance to local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws, and regulations; and answers questions and assists in the resolution of problems.
