The Education Compliance Survey Specialist is assigned to the St. Louis Regional Office in St Louis, MO., and will be out-based to the St Paul, MN Regional Office. The incumbent represent the interest of the Department of Veterans Affairs with regard to payment of education benefits.

  • Conduct compliance surveys remotely or at approved schools / education vendors to verify that payments made to eligible students are within VA regulations.

  • Prepare for surveys by familiarizing self with approval files and reviewing prior surveys and records contained in compliance files.

  • Review and audit school and vendor records to determine compliance with all VA laws and regulations, as well as other applicable regulations.

  • Interview school or company officials, veterans and non-veteran students, providing advice on veterans' benefits as requested.

  • Conduct investigations pertaining to compliance with provisions of Title VI of the Civil Rights Act of 1964.

  • Conduct investigations pertaining to compliance with provisions of and Title IX of the Education Amendments of 1972, Section 404 of the Rehabilitation Act of 1973

  • Conduct investigations pertaining to compliance with provisions of the Age Discrimination Act of 1975.

  • Write a summary compliance survey report to indicates whether discrepancies found on a prior survey have been corrected, documents any new discrepancies, and describes what correctie actions are required.

  • Follow up on all discrepancies to be sure that corrective action is taken.

  • Recommend appropriate actions as necessary, such as further referrals to other agencies, offices, committees, etc.

To qualify for this position, applicants must meet all requirements by the closing date of the announcement.

Specialized experience:

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09). Specialized experience is defined as: (1)Interpreting and explaining laws, regulations, and guidelines related to education benefits; (2) Reviewing contracts related to providing education services; (3) Assisting in performing compliance audits/surveys on educational services;(4) investigating complaints regarding violations of regulations and laws.

Or applicants may substitute education for the experience at the GS -10 level: With two and one half years (equivalent to 45 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree (such as LL.M.).

Or applicants may also combine education and experience to qualify at the GS-10 level: To calculate your combined education and experience, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

You should have prior experience performing boundary, ALTA, topographic, transportation, and construction surveys utilizing modern equipment and surveying technologies. Your Key Responsibilities * Daily coordination with field supervisor, project managers and other office staff. * Responsible for safe operation and maintenance of vehicles, tools, and equipment. Includes daily care and charging of survey instruments. * Supervise all members of the survey field crew, ensure completion dates and budgets are met, and ensure consistent application of firm operating standards and safety practices. * Work independently as a one-person crew as required. * Perform accurate measurements and calculations in recording field data using instruments and measuring devices. * Transfer survey data to the proper files in the computer network and acquire data for field use. Includes daily uploading and downloading of data collectors. * Drive company or personal vehicle to reach job sites. * Identify hazardous situations and applies safety procedures and company standards. * Continually advance knowledge with upgrades in procedures, technology, and equipment. * Perform other duties of a similar nature and level as assigned. Your Capabilities and Credentials * Well-developed understanding of field survey methods and calculations. * Solid understanding of local survey laws, rules, and regulations * Experience performing field boundary, topographic, land title surveys, and construction staking. * Strong skills in time management, organization, and meeting deadlines. * Ability to use GPS, data collectors, total stations, robotics, and relevant survey equipment. * Excellent cooperative skills in working efficiently with a team.
