Job Summary
This position is located in the Department of Human Services (DHS), Economic Security Administration (ESA). ESA is responsible for the administration of public assistance programs that provide direct financial, food, medical and childcare assistance to residents of the District of Columbia who have low incomes. ESA administers programs authorized under federal and District law that provide essential supports to approximately 35% of District residents, as well as services to support residents to achieve upward economic mobility.
The incumbent will serve as a member of the DHS Executive Leadership Team and is responsible for serving as a strategic advisor in establishing policy priorities, budget development and execution, and performance management. The incumbent will also be responsible for overseeing implementation of large complex programs, as well as advancing a positive and inclusive organizational culture.
Duties and Responsibilities
Coordinates activities with other Departmental units and other agencies to ensure programs are carried out efficiently, effectively and in a manner which minimizes fraud, waste, and abuse. Coordinates with the Office of the Chief Financial Officer to assure prompt and accurate payment of assistance and financial reporting to appropriate authorities. Plans, implements, administers, and evaluates all aspects of a comprehensive Temporary Assistance for Needy Families (TANF) cash assistance program under the title IV-A of the Social Security Act, including required welfare-to-work programs for public assistance recipients. Establishes and administers the TANF state plan which documents allowable uses of associated funds. Ensures ESA administered TANF programs are carried out efficiently and effectively.
Administers the Supplemental Nutrition Assistance (SNAP) program, including the development and implementation of administrative, fiscal accounting, and reporting and control systems. Assures all aspects of eligibility determination and benefit issuance. Collaborates with the Office of Finance and Treasury regarding the electronic transfer of benefits and with other organizations to ensure the accomplishment of program objectives. Establishes policies and procedures governing the initial and ongoing eligibility of customers for the program in a manner consistent with applicable guidelines. Determines initial eligibility of prospective clients, and the continuing eligibility of participating customers, in the Medicaid program authorized under Title XIX of the Social Security Act as well as the State Children's Health Insurance Program (SCHIP expansion) functions as a liaison with officials of other agencies as well as officials of testifies before Federal and District legislative matters that may affect or impact the programs under ESA's purview. Is independently responsible for planning, directing, coordinating and administering programs and supporting services set forth in the foreign functional responsibilities and for keeping the Director informed on all aspects of program performance.
Qualifications and Education
Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Duration of Appointment: Management Supervisory Service (MSS) - At-Will
MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:
Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking
Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
