Responsibilities

The Director of Human Resources will provide comprehensive, professional Human Resources executive leadership to internal and external customers by ensuring compliance with City policies and procedures, applicable local, state and federal laws, ordinances and Civil Service Rules.

  • The Director of Human Resources will communicate with executive leadership on personnel issues as needed.

  • They will provide guidance to departments via division managers regarding issues in Human Resources specialty areas of Recruitment/Selection, Compensation, Benefits, Learning & Development, and Employee Relations.

  • The incumbent will develop long term goals in respect to employment, including but not limited to succession planning, recruitment, retention, recognition, employee development, compensation, benefits and organizational development.

  • Guidance in these areas will require the incumbent to analyze problems, develop plans for resolution, anticipate consequences of proposed resolutions, and administer the plans in support of City goals.

  • Also, the Director will serve as the Secretary of the Civil Service Board and participate in labor negotiations and management activities for collective bargaining agreements and other executive teams or committees as needed by executive management.

  • As the Director of Human Resources, all guidance and duties must be performed exercising an exemplary level of professionalism, and appropriate level of confidentiality and diplomacy.

  • May be asked to perform other duties as assigned.

Qualifications

  • Bachelor's Degree in Human Resources, Psychology, Business or related field

  • Ten (10) years of progressively responsible professional experience in Human Resources

  • Master's Degree in Human Resources Management, Public Administration or Business Administration highly preferred

  • A driver's license is required

  • Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
