SUPERVISORY RESPONSIBILITIES

Assigned Teacher Directors and/or Center Directors.

Limits of Authority:

Performs described duties within the limits of agency policy, Head Start guidelines and budgetary authorization. Consults with supervisor on major decisions.

SUMMARY

Assists in the overall supervision, planning, organization, and implementation of the Education Services component of the Head Start Program per Head Start Program Performance Standards, philosophy and mission.

Assist in achieving the agency's vision, "For Those We Serve," by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS

Responsible for supervising assigned staff, interns and volunteers; recruitment/hiring, performance management and other personnel processes.

Assists in establishing and licensing centers in accordance with Head Start Program Performance Standards and Community Care Licensing Regulations.

Supervises site Teacher Directors (TD) and/or Center Directors (CD) in maintaining compliance with Head Start Program Performance Standards and State Licensing Regulations by monitoring, evaluating and submitting required documentation.

Plans and provides input into purchasing of equipment and materials for sites.

Visits classrooms on a regular basis using their own vehicle to facilitate the implementation of curriculum, class organization and early childhood education best practices, through the use of observation, demonstration and coaching.

Conducts performance evaluations for Teacher/Center Directors and provides input on Teacher, Teacher Assistant and other staff evaluations as needed.

Plans, conducts and participates in in-service trainings related to child development and early childhood education to improve teaching skills and increase staff, parent and volunteer knowledge of child growth and development.

Works in partnership with staff and parents through the program planning process.

Reviews and analyzes data related to the operation and delivery of services.

Evaluates practices and procedures as part of continued improvement plan and ongoing effort.

Coordinates, attends and participates in conferences, meetings and trainings, as required.

Assists centers in developing transportation routes and bus stops.

Develops local Education Service Plans with parents and staff incorporating recommendations from Local Parent Education Committee.

Assists in promoting positive collaboration with schools, churches and community agencies.

Ensures that center/classrooms meet the Community Care Licensing requirement for staff/child ratio on a daily basis.

Reviews and approves center education staff time sheets and mileage as required.

Evaluates, develops and revises education curriculum and forms periodically.

Actively encourages and embraces diversity.

Implements Early Childhood Education principles and developmentally appropriate practices.

Participates in budget development and implements fiscal procedures.

Plan, organize, and implement program goals/objectives/service plans.

Participates in program review and self-assessment activities as assigned.

Models professionalism for staff, parents, children, clients, and community members. Promotes a collaborative environment within the service areas, program, and agency.

Actively encourages and embraces diversity.

Maintains strict compliance with universal precautions.

Maintains confidentiality of records and information on Head Start 0 to 5 staff, children and families.

Travels for agency business using personal transportation.

Maintains regular attendance and punctuality.

Works evenings and weekends as required.

Performs other duties as assigned.

QUALIFICATIONS

EDUCATION:

Bachelor's Degree in Child Development (CD)/Early Childhood Education (ECE) or a related field with a minimum of twenty-four (24) units in CD/ECE required.

Master's Degree in Education, CD/ECE desirable.

Knowledge of Classroom Assessment Scoring System (CLASS), Desired Results Developmental Profile (DRDP),

and Teaching Pyramid (TP) preferred.

EXPERIENCE:

Twenty-four (24) working months experience as a pre-school teacher or Forty-eight (48) working months experience in a pre-school and/or pre-kindergarten setting required.

Thirty-six (36) working months experience with administrative duties in a CD/ECE position with staff of four (4) or more that include evaluating, training, mentoring, etc., required.

Thirty-six (36) working months of direct staff education coaching (practice based) and development experience required.

OTHER REQUIREMENTS:

Proficient in Microsoft Office Suite and related business software.

Effective presentation, written and verbal communication skills.

Bilingual in English and Spanish or other secondary language may be required based on the needs of the clients and the program.

Willing to work non-traditional hours and days to meet the needs of this position.

Maintain a valid California driver's license, reliable transportation and adequate auto insurance as required by State law. Proof of insurance will be required.

Obtain a valid AB 1207 Mandated Reporter Certification prior to first day of employment.

Pass and maintain Basic Pest Management in a Child Care Settings annual certification as required by the California Healthy Schools Act (HSA).

Physical examination, TB screening clearance and signed federal criminal record declaration are required within 7 days after employment.

Immunized against influenza (flu), pertussis (whooping cough) and measles. The influenza vaccination must be obtained annually during flu season, August 1 through December 1. A person is exempt from the immunization requirements for the following circumstances:

1.The person submits a written statement from a licensed physician declaring that because of the person's physical condition or medical circumstances, the immunization is not safe.

2.The person submits a written statement from a licensed physician providing that the person has evidence of current immunity to pertussis (whooping cough) and/or measles.

3.The person submits in writing declaration that he or she has declined the influenza (flu) vaccination. This exemption only applies to the influenza (flu) vaccine.

Pass required reference checks and fingerprint clearance under Title 22 regulations: Department of Justice/FBI, Criminal Record Statement Child Abuse Central Index (CACI) and background investigation as needed prior to employment.

Former Head Start 0 to 5 parents preferred.
