Job Title: Pre-K EC Intake and Instructional Specialist

Salary Schedule: State Teacher Salary Schedule plus local supplement; CHCCS Salary Page

Reports To: Pre-K Director

Salary Grade: Teacher

Work Location: Lincoln Center

FLSA Status: Exempt

Work Schedule: 12 Month

Position Summary

Under limited supervision and with an equity centered lens, performs a variety of supervisory and administrative tasks in coordinating, and monitoring the successful implementation of district initiatives, programs, and curriculum as aligned with the Widely Held Exceptions as measured through Teaching Strategies Gold (TSG) of programming for preschool students with disabilities to ensure district compliance with state procedures and federal law regarding the referral, identification, IEP development, placement, and services provided to students in preschool Exceptional Children's programs. The position is to oversee program compliance and instructional leadership, interpreting changes to the applicable curricula, informing district and school administrators, as well as instructional staff of the implications of those changes, and ensuring that instruction is aligned with curriculum goals as it relates to students with disabilities. The position oversees the implementation of programs, monitoring their effectiveness, providing staff development opportunities, and ensuring adherence to federal, state and local policies and procedures. The position is responsible for collaborating with the Head Start/PreSchool Education Specialist coaching teachers in developing strategies and techniques for assessing and increasing achievement of students with disabilities. This position assists in the supervision of various staff within the Exceptional Children Preschool Program.

Essential Duties

Administration

  • Knowledge of Governing Policies for Students with Disabilities.

  • Monitors and shares current resources for educational policies and procedures for a variety of audiences (i.e. district staff, parents) regarding the provision of services for students with disabilities.

  • Provides correspondence within PreK/Head Start and Exceptional Children Dept regarding all programming and services to include updates from federal, state and district level.

  • Ensures teachers, related service providers, instructional support staff, district and school administers are familiar with any changes to the North Carolina policies, procedures, and accountability for students with disabilities

  • Monitors mandated timelines for referrals, evaluations, IEPs, placements, and reevaluations within Birth to 3, PreK/Head Start and transition to Kindergarten

  • Schedules and conducts various meetings, to include

  • Case manages community referrals

  • attending IEP meetings as necessary for supporting the special education process

  • facilitating collaborative meetings with PreK/Head Start and Exceptional Children Department, or other district departments such as the English Language Learners Dept.

  • Supports district and school-based administration in the screening and selection of Exceptional Children staff as requested.

  • Facilitates the communication with families and community organizations about district processes and procedures

  • Coordinates with Pre-K/ Head Start Enrollment Specialist and Transportation Departments in the planning for students with disabilities entering and transitioning throughout the school year.

  • Collaborates on the oversight of the process of ensuring that each student with a disability is counted for reimbursement purposes (i.e. child count).

  • Assumes responsibility for accuracy and fidelity of storage for confidential records and ensures staff has copies at sites, of all pertinent information from Child Care Licensing.

  • Assist with cases that may involve an advocate, an attorney, a state complaint, and/or due process petition. Work toward a resolution that ensures the best possible outcome for the student.

  • Coordinates and provides staff development opportunities for teacher assistants, teachers, administrators, and other support staff.

  • Attends regularly scheduled meetings, as appropriate

Collaboration

  • Works collaboratively with the PreK/ Head Start and Exceptional Children Leads and Specialists to provide leadership for the District's provision of special education and related services for students with disabilities.

  • Initiates collaboration with various departments in the development and implementation of assessment practices and policies affecting programs for students with disabilities.

  • Collaborates with curriculum specialists and academic coaches in Special Education and General Education to provide integrated programming for provision of services for students with disabilities PreK/Head Start and transition to Kindergarten

  • Serves as liaison with community partners; participates in community agency meetings to support coordinated services for children in early childhood programming

  • Completes all required documentation in meetings to meet audit and compliance standards; makes copies of records available to parents as appropriate

  • Maintains regular communication with PreK Head Start administrative staff regarding classroom placements of children as well as child, teacher, and classroom needs

  • Monitors the provision of contracted services, supports securing services and consults with contracted program service providers as necessary and appropriate

  • Assumes primary responsibility for accuracy, currency, and completeness of information submitted to NC Department of Public Instruction by maintaining appropriate databases for December and April headcounts, end-of-year reports, quality assurance indicators, the Preschool Grant and other reports as requested by school personnel, administration, and central office

  • Coordinates collaboration of individuals supporting transition of children from Birth to 3 to PreK/ Head Start and PreK/Head Start to Kindergarten for provision of special education services

Instructional Supervision

  • Knowledge of Widely Held Exceptions as measured through Teaching Strategies Gold (TSG), North Carolina Standards, Curriculum and Instruction to include Extended Content Standards

  • Provide supervision of EC service fidelity as it relates to Pre-K district programming and assigned staff supporting Pre-K students

  • Provides support to teachers in their classrooms through coaching, modeling, and mentoring.

  • Provide support to parents and instructional staff as it pertains to the implementation of an IEP.

  • Demonstrate ability to plan, organize, facilitate and implement meaningful professional development activities.

  • Provides specialized education instructional strategies and various tools to aid the instructional process

  • Observes teachers and provides feedback to administrators and conducts demonstration lessons as needed.

  • Analyzes and reports on student achievement and behavioral/discipline data regarding students with disabilities within Exceptional Children Departmental teams or collaboratively with various district departments

  • Ability to model and coach team members on the use of racial/ethnic equity problem solving tools in order to minimize unanticipated adverse consequences

  • Demonstrate ability to relate in a positive way to include sensitivity to race, creed, color, national origin, gender, sexual/gender identity, class, socioeconomics, ethnicity, sexual orientation, cognitive/physical ability, diverse language fluency, religion, status as an English Language Learner, marital status, pregnancy, parenthood, or other characteristics protected by federal law for the diversity of students, staff, parents, and community.

Education/Experience Requirements

Education and Experience

  • Licensure in Special Education (may be included in Birth to K) and Birth to Kindergarten, Master's degree preferred

  • Prior work experience as an Early Childhood teacher and/or Exceptional Education teacher

  • Prior experience in administrative and supervisory duties (non-evaluative)

  • Demonstrated knowledge of special education laws and regulations
