TITLE: EARLY CHILDHOOD PROGRAMS/GRANT MANAGER
REPORTS TO: Director/Supervisor of Early Childhood Programs
QUALIFICATIONS: Bachelor's Degree in Early Childhood or Elementary Education(1-5); Louisiana Teaching Certificate required; Minimum 5 years experience in Educational field; Educational Leadership Certification preferred;
KNOWLEDGE, SKILLS, ABILITIES: ? Knowledge of Early Childhood and School Readiness policies and procedures
? Knowledge of effective curriculum and best practices in instruction for children birth to five
? Knowledge of computer software and hardware as related to assigned responsibilities
? Skills in problem solving
? Ability to effectively communicate orally and in writing
? Ability to work cooperatively with personnel and the public
? Ability to provide leadership to assigned personnel
JOB GOAL: Lead/assist/collaborate with Early Childhood program staff to ensure effective continuation of all Childhood Programs/grants which includes assistance to Type III child care centers, Head Start and Early Head Start programs and school-based programs for maximum social, physical, mental and emotional growth of each child; assist school-based programs, Head Start and Early Head Start and Type III child care center-based programs with the implementation of Parent, Family and Community engagement requirements;
RESPONSIBILITIES:
? Assists with the following Early Childhood programs/grants ? Title I ? 8g ? Education Excellence Fund ? LA4 (Pre k 4) ? Head Start/Early Head Start ? SPED Inclusion in collaboration with Special Services ? Lead Agency for St. Martin Parish ? RSN (Ready Start Network- St. Martin Parish) ? Birth to 3 Initiative ? Child Care Recovery/Other supporting grants for Type III child care centers
? Conducts observations/evaluations on subordinates in the Early Childhood programs
? Conducts ongoing leadership team meetings for Early Childhood program administrative staff and classroom staff
? Provides intensive coaching for Early Childhood program administration
? Provides CLASS observations for early childhood classrooms ages Birth to Five
? Maintains reliability certification for age appropriate CLASS observation tools
? Assists with the coordination of professional development required for all Birth-5 teachers and staff
? Assists with providing professional development to Birth -5 staff
? Assists with completing monthly, quarterly, mid-year and annual program reports
? Assists with the purchasing of birth-5 materials, supplies, and equipment
? Monitors the utilization of the Birth to Five Standards, instructional materials and strategies, and student progress monitoring data
? Assists with monitoring early childhood classrooms to ensure compliance with the direct instructional minutes and exploratory learning activities
? Provides information to parents in reference to the early childhood programs
? Assists with the coordination of Birth-5 registration, screening and placement
? Assists with the coordination of the St. Martin Parish Early Childhood Network meetings
? Assists with the monitoring of the components of the St. Martin Parish Early Childhood Network (Lead Agency)
? Assists with ongoing monitoring/audits for all Early Childhood Programs/grants
? Assists with Early Childhood software programs (Gold, Childplus, Waterford, Ready Rosie, SeeSaw, Google Suite)
? Assists with Head Start Policy Council meetings/trainings
? Manages accounts payable for Early Childhood Programs/grants
? Maintains a complete and systematic set of records for financial transactions associated with Early Childhood grants
? Assists with licensing requirements/checks/inspections for Head Start and Early Head Start centers
? Assists with staffing/recruiting of staff for all Early Childhood programs
? Assists with tracking of non-federal match for Head Start and Early Head Start grants
? Maintains confidentiality regarding student information
? Participates in professional development activities
? Develops and implements a Professional Growth Plan
? Assesses performance through an annual self-evaluation
? Continues professional growth through conventions, conferences, webinars, courses, meetings and personal study
? Maintains good public relations between the community and the school system
? Sets a good example by attitude and conduct
? Adheres to all St. Martin Parish School Board policies and procedures
? Develops a professional growth plan in collaboration with the evaluation process
? Assume other related responsibilities as assigned by immediate supervisor and the Superintendent
TERMS OF EMPLOYMENT: 12 months, 8 hours
