SUPERVISORY RESPONSIBILITIES

Maternal Child Health/Inclusion Specialists.

SUMMARY

The Early Care and Education Nurse is responsible for the ongoing development, integration, implementation and supervision of health and inclusion services per the Head Start Program Performance Standards, philosophy and mission.

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS

Responsible for supervising assigned staff, interns and volunteers; recruitment, performance management and other personnel processes.

Oversees the Head Start 0 to 5 Health and Inclusion Service area for quality and progress of work by regular monitoring, annual self-assessment, etc.

Works with Maternal Child Health/Inclusion and Family Development Specialists to promote integration of infants/toddlers with special needs throughout all aspects of EHS activities.

Meets regularly with Maternal Child Health/Inclusion and Family Development Specialists to consult and assist in case management of services for children and families.

Works with Head Start 0 to 5 Coordinators to ensure service area integration for all Head Start 0 to 5 families and case management implementation.

Oversees staffs' completion and interpretation of assessments to determine appropriate services for infants and toddlers including those with special needs.

Assists with the placement of special needs children identified by Local Educational Agency (LEA) or with certified Individualized Education Program (IEP)/Individualized Family Services Plan (IFSP)'s.

Ensures that all eligible children receive appropriate screenings and services. Ensures that complete health needs of the Head Start 0 to 5 children and families are addressed by staff.

Ensures staff collect and maintain current electronic health records of children enrolled in Head Start 0 to 5 and enters data into ChildPlus (CP) computer system.

Prepares, maintains and submits accurate reports as required, such as Monthly Information Systems (MIS), annual Program Information Report (PIR).

Attends home visits with assigned Family Development Specialists on a periodic basis to make observations, demonstrate techniques, and provide help and direction as needed.

Participates in monthly Multi-Disciplinary Team Case Reviews (MDT).

Develops, evaluates, and revises Head Start 0 to 5 health and inclusion forms as needed.

Change diapers and assist with toileting as needed.

Reviews medical, dental, psychological, speech and hearing consults.

Integrates health education into the total Head Start 0 to 5 program to provide health education for staff, parents, and children.

Compiles and analyzes data on the effectiveness of the entire health services area, including mental health and special education.

Promotes parent involvement in all Head Start 0 to 5 activities.

Links the child and the family into an ongoing health system.

Participates in on-the-job training sessions.

Serves as a liaison to the health community agencies, such as Part C Provider serving children with special needs, CHDP providers, Public Health Department, Healthy Start, etc.

Assures appropriate referrals to all necessary providers are timely and efficiently implemented.

Promotes environmental health and safety practices.

Attends Head Start 0 to 5 Health Services Advisory Committee and continuous Improvement Team meetings in the planning and evaluation of the Head Start 0 to 5 program.

Participates in the dissemination of program related information, materials and resources as needed.

Serves as an advocate for children's health.

Maintains confidentiality of records and information on Head Start 0 to 5 families.

Maintains close communication with the Early Care & Education/Program Support Director to recommend a course of action and receive directives on priorities.

Travels to Head Start 0 to 5 centers/sites as needed.

Attends and participates in conferences, meetings and trainings, as required.

Treats all children, families, co-workers and community members in a responsible and respectful, kind and friendly, and professional manner per Head Start 0 to 5 Pyramid Teaching Model expectations,

Models professionalism for staff, parents, children, clients, and community members. Promotes a collaborative environment within the service areas, program, and agency.

Actively encourages and embraces diversity.

Adheres to the American With Disabilities Act (ADA-1992) which prohibits discriminatory actions toward children and/or adult with disabilities. In particular, children with disabilities are enrolled in the classroom as mandated by Federal Law.

Follows procedures for mandatory reporting for suspected child abuse.

Maintains confidentiality of records and information on Head Start 0 to 5 staff, children and families.

Travels for agency business using reliable transportation.

Maintains regular attendance and punctuality.

Works evenings and weekends as required.

Performs other duties as assigned.

QUALIFICATIONS

EDUCATION:

High school diploma or GED.

Associate's Degree in Nursing or related field

OR

Current California Registered Nurse (RN) license required.

Bachelors of Science in Nursing (BSN) preferred.

EXPERIENCE:

Two (2) years' work experience as a licensed California Registered Nurse (RN), Community Health agency or public/private school experience required.

Two (2) years' staff supervision experience required.

Two (2) years' work experience in administrative, collaborative management, and program development responsibilities preferred.

OTHER REQUIREMENTS:

Possess and maintain valid CPR/First Aid certification or obtain certification within one year of hire, required.

Must possess and maintain Food Handlers Certification or obtain within thirty (30) days of employment.

Experience with low income and high risk families of diverse cultures desirable. In-depth knowledge of pre-natal infant/toddler health care which includes preventive, early intervention and health maintenance practices.

Proficient in Microsoft Office Suite and related business software.

Effective presentation, written and verbal communication skills.

Ability to multi-task and prioritize workload.

Bilingual in English and Spanish/Hmong/Lao or other secondary language may be required based on the needs of the clients and the program.

COVID-19 vaccination required within 60 days of hire, unless approved for religious or medical exemption.

Maintain a valid California driver's license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier for those driving agency vehicles.

Proof of insurance will be required.

Obtain a valid AB 1207 Mandated Reporter Certification prior to first day of employment.

Pass and maintain Basic Pest Management in a Child Care Settings annual certification as required by the California Healthy Schools Act (HSA).

Physical examination, TB screening clearance and signed federal criminal record declaration are required within 7 days after employment.

Immunized against influenza (flu), pertussis (whooping cough) and measles. The influenza vaccination must be obtained annually during flu season, August 1 through December 1. A person is exempt from the immunization requirements for the following circumstances:

1.The person submits a written statement from a licensed physician declaring that because of the person's physical condition or medical circumstances, the immunization is not safe.

2.The person submits a written statement from a licensed physician providing that the person has evidence of current immunity to pertussis (whooping cough) and/or measles.

3.The person submits in writing declaration that he or she has declined the influenza (flu) vaccination. This exemption only applies to the influenza (flu) vaccine.

Pass required reference checks and fingerprint clearance under Title 22 regulations: Department of Justice/FBI, Criminal Record Statement Child Abuse Central Index (CACI) and background investigation as needed prior to employment.

Former Head Start 0 to 5 parents preferred.
