The candidate will serve as a member of the National Geospatial-Intelligence Agency (NGA) Standards Team.

The candidate will participate in and conduct standards development activities for GEOINT Open Geospatial Consorium (OGC) Web Services standards, and supporting NSG Applications Schema (NAS), and NSG Metadata Foundation (NMF) / NSG Metadata Implementation Specification (NMIS) standards. They will ensure that GEOINT standards will satisify mission and capability requirements.

The successful candidate will contribute to the development of OGC Web Services (OWS) documentation which are OGC interface implementation standards created for use in World Wide Web (WWW) applications.

The candidate would need to be a self-starter, comfortable working in a complex/multifaceted development environment, and has demonstrated success in establishing good Customer relationships.

Required Qualifications:

  • Bachelor's degree in engineering, or related technical field, or equivalent experience

  • 11+ years of systems engineering, systems integration, or systems development experience

  • 3+ years of related experience with NGA or its IC partners

  • 2+ years technical experience supporting NSG systems, segments, and architectures

  • Experience with OGC specifications, data exchanges, and web-services standards

  • Experience with GEOINT standards, specifications and framework

  • Demonstrated ability to work in a multi-contractor / government organization

  • TS/SCI Clearance (with a current SSBI favorably adjudicated within the last 5 years)

Desired Qualifications:

  • Experience working with eXtensible Markup Langugage (XML) for data exchange

  • Experience with the policies and practices of the following Standards organizations: Open Geospatial Consortium (OGC), ISO, ISO/IEC, INCITS L1, (including the North American Forum), NATO and Coalition partner standards development and repository organizations

  • Knowledge of the following Standards organizations and their policies and procedures: Open Geospatial Consortium, ISO, GWG

Join the GEOINT Ground (G2) team in solving technical challenges and driving mission thread acquisitions to closure. This position will serve as a senior technical member of a dynamic systems engineering team leading and supporting GEOINT ground initiatives for future systems through agile acquisition and readiness events and is required to have strong agile project management experience supporting customer mission technical capabilities and performance. The candidate will help the customer transition to acquisitions leveraging agile principles to define capability roadmaps, epics, solutions/portfolios and features necessary to prioritize developer backlogs in alignment with capability deliveries. The candidate will provide subject matter expertise and agile best practices to teams coordinating conops and architecture products, establishing and translating requirements into features, assessing system and segment schedule and risks, leading readiness and release planning events in support of system and acquisition-level ground milestones, and supporting agile test and devops verification strategies and integration of new systems and initiatives in support of expanded GEOINT mission capabilities. The selected candidate will have the aptitude to assess agile and SE processes and create efficiencies continuously, and may lead projects for systems team work, have frequent client interactions, and support system and mission strategy development across the various ground offices. The candidate will have daily interaction with the customer and supporting contractors, and will need to follow customer standards and processes as the program matures through the life cycle. Candidate will interact with multiple Acquisition Offices (AOs) and facilitate risk and action closure with Acquisition Offices and users, and support technical consultation, meeting coordination, and support to recommendation briefings. This position requires an understanding of the intelligence community and customer domain, along with a strong focus on core systems engineering processes in support of end-to-end mission and services closure. Qualifications Requires 12 to 15 years with BS/BA or 10 to 13 years with MS/MA or 7 to 9 years with Ph.D. At least 5 years' experience supporting agile acquisition strategy, development and release planning, and continuous integration initiatives supporting mission capability releases enabling End to End GEOINT missions. Proven communication skills especially with senior (Lt Colonel and above) government officials. Commitment to recognize, understand, respect and collaborate effectively within various SETA, FFRDC, and Government lines of authority Strongly Desired Skills: Familiarity with overall GEOINT ground customer, technical familiarity with mission control and/or processing of one or more GEOINT systems, including sensor knowledge.
