Division of Water Resources (DWR):

State Engineer's Office

Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public. Division of Water Resources

This work unit exists to carry out the mission of the Division of Water Resources by performing administrative functions associated with the regulation and distribution of surface and groundwater as well as the dam safety program within the Division. The Division One Office is the site for official water related records for water court cases, diversion records, exempt/non-exempt well permit files, well measurement and use rules compliance records, and dam safety files all for Division One. The Division One Office staff's broad programmatic responsibilities include records management and preservation, providing technical well permitting and water court information to customers in person, via the telephone and through various forms of media such as several databases and paper format. Additional responsibilities include maintenance of filing and coding systems, providing administrative support to work unit staff, and providing receptionist duties to the public.

Description of Job

OPEN ONLY TO CURRENT RESIDENTS OF COLORADO

The purpose of this position is to relieve the Division Engineer and Assistant Division Engineers of heavy administrative responsibilities which allows them time to concentrate on issues of water administration, litigation, supervision, Compact and Intrastate Agreement compliance and related litigation. This is accomplished by providing technical support to this management team by acquiring, compiling, and producing reports; screening public and telephone inquiries and directing to appropriate staff; organizing and coordinating information flow; monitoring, tracking, correcting and reporting staff activities and duties (such as timesheets, overtime, benefits, payroll, accidents, vehicle use, etc.); delegating, organizing and establishing work processes to provide support to management to achieve program objectives; ensure that established processes, rules, policies and regulations are implemented and to provide efficient daily operations of the Division office. Manages operating budget (including recommendations for cost control measures); tracking of certified mailings; authorizes and makes purchases, tracks expenditures, reconciles, and reports accounting data and status; coordinating staff training and meetings; receiving, documenting and routing water applications, administrative orders and various other water related documents; monitoring equipment use, assessing replacement needs and scheduling maintenance and repairs; monitoring and tracking fleet maintenance, repairs and alternative fuel use; and ordering and maintaining office supplies and inventory. This position also maintains control of all remote tracking devices for the office, such as Garmin DOT's, etc.

Specific job duties include but are not limited to:

  • Provides assistance to the Division Engineer and three Assistant Division Engineers by interpreting and implementing administrative directives, Division of Water Resources (DWR), Department of Natural Resources (DNR) policies and regulation set by management, and state legislation and relaying that information to the office staff to ensure the efficiency of the Division One office.

  • Coordinates, monitors and tracks Division 1 training and continue education activities and provides any requests and reports to the Division Engineer.

  • Assists the Division Engineer with the tracking and CORE approvals in the budget and manages all purchases and lease agreements for Division 1, in coordination with the Division Engineer, by approving and signing expenditures to be paid out of the Division 1 operating budget.

  • This position is the custodian and manager of at least five state issued credit cards to provide security of cards, proper use, allocation and reconciliation of funds, and provide documentation for audits.

  • Responsible for reviewing and tracking Division 1 staff's cellular phone bills and usage, acting on expired plans, ordering new phones, ensuring data plans are provided to and in accordance with DWR, DNR and State policies.

  • Acts as the Work Lead of the Office, coordinating with the Division Engineer on scheduling office support staff responsibilities to ensure office coverage, professional and timely completion of assignments and reports.

  • Assists the public with completing well permit application forms, processes customer requests for copies, invoices customers, processes credit card payments, and mails the documents to the public, and if necessary, instruct the public on where information may be obtained through other sources (e.g., county clerk's office, water court).

  • Responsible for review and approval of all bi-weekly and monthly Division time reporting, including correct coding and allocation of hours and overtime.

  • Assists the Assistant Division Engineer with the written preparation of the statutorily requires summaries of consultations for each water court application by reading and interpreting water court applications to determine proposals and water use that may not follow state laws and policies.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Five (5) years of relevant work experience in an occupation related to the work assigned to this position.

OR

Additional appropriate education will substitute for the required experience on a year-for-year basis.

(Office management, records management, archiving, record and/or budget management will be considered as relevant experience.)

The current work arrangement for this position is as follows:

  • Will be required to be int he office at least 4 days per week but may have option for one day per week from home office.

  • Must be willing and able to possess and maintain a State of Colorado Driver's License
