State Engineer's Office

Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public. Division of Water Resources

The Colorado Dam Safety Program is managed by a Chief Engineer, who develops program goals and objectives and is responsible for deciding the kind and extent of programs needed to accomplish the objectives, and to assure they are being met. The Program carries out two principal statutorily defined duties; determining the safe storage level of the reservoir dams, and reviewing and approving plans and specifications for the construction and repair of Jurisdictional dams. In performing these duties, the Dam Safety Program uses modern dam safety best-practices, including application of an assortment of engineering and risk management tools utilized to make informed and defensible decisions.

Emergency preparedness activities also play a critical role in reducing potential consequences of dam failures and incidents. The Dam Safety Program strives to help owners develop Emergency Action Plans (EAP) and Emergency Operations Plans (EOP), conduct regional EAP exercises and coordinate with state and local emergency management partners so they understand dam safety emergencies and can adequately plan for an appropriate response to incidents and failures.

Description of Job

This posting is open to both residents and non-residents of the State of Colorado.

This position exists to formulate, implement and continuously improve the Dam Safety Program for the State Engineer (SEO) to manage and minimize dam safety risk for citizens of Colorado, and to represent the SEO regarding all aspects of the program; representation on national and state organizations for dam safety and homeland security, activities include development and enforcement of regulations for dam safety and dam construction; provide management direction for the program, including technical guidance, administrative assistance, guidelines, and standards for the program to the division field offices; direct supervision of all Dam Safety Program staff including dam safety and design review and construction Inspection engineers, including technical supervision and quality and quantity performance.

Specific job duties include but are not limited to:

  • Formulates the goals, objectives and policies of the dam safety program in general accordance with statutes, current rules and industry best practices.

  • Monitor the progress and performance of the program against metrics set by DNR, FEMA and the USACE National Inventory of Dams (NID).

  • In collaboration with DWR Budget and DNR Grants staff, allocate, control, and monitor procurement processes and expenditures of the FEMA and CWCB funds.

  • Supervise Dam Safety Engineers and monitor and manage team health and performance.

  • Work with Dam Safety Engineer's on enforcement actions including reservoir restrictions, compliance plans and other orders requiring signature by the State Engineer.

  • Approve all design plans for construction, review and process all design change orders during construction, provide approval for temporary storage upon request, provide final acceptance letters for all completed projects.

  • Participate in planning, coordination, development, quality control, technical excellence of risk assessment workshops, reporting, implementation into regulatory requirements, invoicing and budget tracking as required to lead the Comprehensive Dam Safety Evaluation (CDSE) Risk assessment program for DNR.

  • Monitor, assess and document program performance and prepare or oversee the preparation of annual reporting to the State Engineer (SEO annual meeting), State legislature (Per CRS 37-87-114.4), USACE NID and FEMA NDSP on the implementation, accomplishments and direction of the dam safety program.

  • Oversee maintenance and regular enhancements of the DAMS database for dam safety program and annual submission of database information to the National Inventory of Dams (NID) for the USACE data call.

  • Coordinate and collaborate with CWCB and CDHSEM Mitigation Section to ensure dam owner access to available state and federal dam repair and rehabilitation funding mechanisms.

  • Coordinate with state and local emergencies managers and stakeholders on emergency preparedness activities including participation in regular coordination meetings through routine regional tabletop exercises with all emergency response stakeholders in those regions, Annual FEMA consultation, State Hazard Mitigation Team, State Emergency Operations Center (SEOC) trainings and exercises (related to DAM EXERCISES), county Hazard Mitigation Plan (HMP) updates, Multi-agency coordination (MAC) group meetings.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Current, valid licensure as a Professional Engineer from the Colorado State board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.

AND

Three (3) years of professional experience as a licensed Professional Engineer, one (1) of which must have been at the level of a unit supervisor, staff authority, or equivalent.

OR

Current, valid licensure as a Professional Engineer from another state within the U.S. and the ability to obtain licensure within Colorado within 6 months of hire.

Substitutions:

Appropriate education in addition to that required for the professional engineer license will substitute for the required general experience on a year-for-year basis, but not the supervisory or staff authority experience.

Preferred Qualifications:

  • Current or former State experience relevant to this position.

  • Experience conducting field Inspections and evaluating dams.

  • Experience overseeing the design and construction of dam rehabilitation.

  • Experience overseeing the design and construction of new and enlarged dams.

  • Experience with emergency planning and response.

  • Experience utilizing Risk Informed Decision Making (RIDM) processes to support regulation, design, or other key dam safety requirements.

  • Experience with managing budgets, grants, and contracts.

  • Project management experience.

  • Experience supervising others and leading teams.

  • Experience managing conflict with internal and external stakeholders.

  • Experience responding to public and media requests.

  • Other experience relevant to the strategic planning or response to dam maintenance.

The current work arrangement for this position is as follows:

(Please note, this arrangement can be subject to change)

  • Hybrid: Working from a home office or Regional Office as worked out with Supervisor. This position will be required to attend regular meetings (typically once per week) around the front range area and will be expected to report to the State Emergency Operations Center in Centennial, CO through the duration of infrequent major emergencies.

(This position will at times have a responsibility to report to work during emergencies, including nights, weekends, and holidays as needed.)

  • Applicants who do not have a current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will be required to obtain a Colorado license within six (6) months of hire as a condition of employment.

  • Must be a resident of Colorado by the start date of this position.

  • Must be prepared to defend and support actions and records in depositions or court testimony.

  • Must be able to address frequent and detailed inquiries from attorneys, professional engineers and from government and private agencies.

  • Must be willing and able to respond to emergency situations on weekends, holidays, and evenings as needed.
