Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public.Division of Water Resources

The Water Supply work unit exists to serve the needs of the public and to conserve, protect, develop, and maximize the beneficial use of the State's present and future water supplies by conducting the engineering studies and analyses needed to support the decisions of the State Engineer and the Division Engineers in administering water in the areas of issuing well permits, subdivision water supply plan reviews, water court resume reviews, water court case evaluations, negotiations and trials, substitute water supply plan evaluations, water administration, and public assistance.

Description of Job

This posting is open to both residents and non-residents of the State of Colorado.

The Chief of Water Supply Outside Basins serves to manage both technical and administrative functions of the Water Supply teams, with a focus on areas outside of the Denver Basin and Designated Basins ("Basins"), under the general supervision of the Deputy State Engineer in conjunction with a second Chief of Water Supply whose focus is on areas inside the Basins. The position directs, administers, supervises and conducts the review and engineering evaluations of the Water Supply unit in accordance with existing statutes, decrees, policies and guidelines to prevent material injury to water rights. This position prepares Water Supply staff for court/adjudicatory activities by directing and managing the technical assistance and engineering support required for litigation. The position develops in-house policies, procedures, and guidelines, and participates in the formulation of policies for the State Engineer regarding functions for the Water Supply unit and the Colorado Ground Water Commission. The position represents the State Engineer at meetings and conferences and the legislature as needed.

Specific job duties include but are not limited to:

  • Acts as an administrative manager of all activities for two Water Supply teams, including recommending actions related to hiring, promoting, or disciplining.

  • Acts as a fully functional manager of all work activities to accomplish Ground Water Commission and State Engineer's Office needs in an efficient and timely manner.

  • Approves DWR engineers' review of requests for substitute water supply plans and determines whether the review is complete, accurate, and clearly demonstrates through technical and administrative analysis that the plan will replace all depletions in time, location, and amount and otherwise prevent injury other water users.

  • Provides training, guidance, and support to water supply staff on difficult well permit applications, administrative approvals or denials, recommendations to county commissioners on the adequacy of water supply for land development projects (e.g. residential subdivisions), and public inquiries on water-related matters.

  • Participates in the monthly review of water court cases for each division and provides guidance and input on whether to file a statement of opposition in a case when a concern is raised by staff, including ensuring the basis for filing a statement of opposition aligns with DWR's role and responsibilities.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Education/Licensure/Certification/Experience:

Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.

OR

Current, valid licensure as a Professional Engineer from another state within the U.S. and the ability to obtain licensure within Colorado within 6 months of hire.

AND

Three (3) years of professional experience as a licensed professional engineer, one (1) of which must have been at the level of a unit supervisor, staff authority, or equivalent.

Substitutions

Appropriate education in addition to that required for the professional engineer license will substitute for the required general experience on a year-for-year basis, but not the supervisory or staff authority experience.

Preferred Qualifications:

  • Current or former State experience relevant to this position.

  • Knowledge and experience with Colorado water rights and water courts.

  • Knowledge and experience with substitute water supply plans, and/or well permitting.

  • Knowledge and experience with historical consumptive use analysis/modeling and/or groundwater modeling.

  • Water administration experience, specifically the application of the prior appropriation system to all manner of diversions, storage, augmentation, exchanges and other aspects to ensure maximum utilization with no injury.

  • Excellent interpersonal skills including the ability to hear and respond to criticism in a responsible manner.

  • Experience managing teams of professionals.

  • High interest in public service.

  • Experience with public speaking including the ability to describe complex concepts to technical professionals and the public in a clear and concise manner.

  • Other experience relevant to the use or management of water resources.

The current work arrangement for this position is as follows:

  • Flexible workplace - working from a home/remote office, with mandatory in-office training currently twice a month and occasional in-state travel for presentations or offsite meetings.

Conditions of Employment:
