We are seeking an experienced strategic, collaborator, and resilient Senior Technology Manager who will provide leadership and expertise in the planning, development, and implementation of the Statewide Enterprise Electronic Health Record (EHR) Program at the Technology Innovation Administration within the Department of Social and Health Services (DSHS)

This job is a great opportunity to support our mission to Transform Lives to develop and implement an effective EHR solution for the benefit of the equitable care coordination and case management of Washingtonians who rely on health care provided by participating organizations. The purpose of the DSHS EHR is part of the statewide enterprise EHR solution, which includes the Department of Corrections (DOC) and Health Care Authority (HCA) to develop the Enterprise EHR Plan ("Plan"); establish the Enterprise EHR Program ("Program") and, eventually, to procure a single Enterprise EHR Solution and implement a common technology solution to leverage shared business processes and data across the state in support of client services.

In this role, as an Electronic Health Records Technology Manager, you will be responsible for developing the EHR solutions, technical vision, standards, guidelines, and best practices, ensuring quality and successful deployment and enhancements of IT services for the DSHS Electronic Health Records program, and making critical decisions in alignment with the vision and needs of the EHR Coalition, staff, stakeholders, and community partners served by these statewide coalition agencies. You will set agency policy direction and interpret and implement State IT policies and standards impacting the agency's EHR Program, this includes providing overall strategic direction and highest-level technical guidance to assigned EHR project(s) and personnel within the scope of the project(s).  You will navigate the complexities of EHR architecture, ensuring a scalable, agile, and responsive integrated system of systems, and judge the strategic, tactical, and operational activities that will have long-term and cost impacts on innovation in technology within the EHR Program.

Some of what you'll do.

  • Supervise, lead, and manage the EHR technical team including third-party product and cloud platform architects, testers, engineers, and project vendors.

  • Lead and establish policies for data exchange policies such as Health Level 7 (HL7), and Fast Healthcare Interoperability Resources (FHIR) standards for third-party integration, data management, and analysis.

  • Lead and identify innovative solutions that leverage emerging technologies such as Artificial Intelligence, Business Intelligence, and Robotic Process Automation to advance the EHR Program's capability to continuously improve quality healthcare.

  • Establish and oversee the development, implementation, and operations of Interface engines such as Rhapsody and Cloverleaf.

  • Influence across multiple state agencies or administrations to align DSHS objectives, technology, and governance.

  • Collaborate and influence thought leadership with other technology leaders, and clinical experts, including those working on budget and finance, governance, and vendor management from various governmental business units to identify innovative technology solutions to improve quality of care for citizens.

  • Lead and manage resources across teams to maximize the business impact of resources, ensuring each team has the skills and capabilities needed to achieve its objectives.

  • Lead and manage software engineering teams and other stakeholders to set goals for improving code quality, maintainability, security, and scalability.

  • Provide leadership, vision, and direction for the software and hardware engineering organization while setting clear strategic direction for the EHR Technical teams.

  • Develop workforce strategies to meet the organization's current and future software engineering needs through developing, hiring, and/or sourcing talent.

  • Champion best practices and modern software development methods and tools

  • Implement and manage software development status reporting, metrics, and benchmarks.

  • Work with IT Security to ensure software is effectively secured and that risks are mitigated.

  • Supervise, lead, and manage third-party vendors, applications, and contracts to meet deliverable timelines and meet contractual performance objectives.

Who should apply:

  • Bachelor's degree in information technologies or a related field. Experience managing, and supervising, multiple large-scale enterprise IT services or projects in all IT technologies may be substituted, year for year for the education requirement.

AND

  • Ten years of recent experience as a Senior Technical Manager providing strategic direction and executive-level technical consultation and guidance with large-scale enterprise IT systems. To include projects in the areas of case management, record management, reporting, system integration, and data management technologies.
  • AND
  • Five years of experience supervising and leading highly skilled technical staff including solution architects, senior application and third-party integration developers, and data and reporting analysts with proven ability to negotiate, balance, and solve competing technical problems and project priorities.

Preferred qualifications/experience and certification

  • Demonstrated experience in information technology information library (ITIL), project management institute (PMI), and agile project management concepts and standards for managing IT projects and programs.

  • Experience with projects supported by federal funding sources and with requirements of federal programs.

  • Experience with electronic health record management.

  • Business background or experience in Behavioral Health and Developmental Disability

  • Public sector IT experience

  • Experience with integrated case management systems or Enterprise Resource Planning systems.
