Senior Financial Coordinator -

This Senior Financial Coordinator job resides within the Facilities, Finance, and Analytics Administration Office of Accounting Services. It is an opportunity to become familiar with many "back office" processes and functions while supporting an agency as large as DSHS. You will rely on your fiscal skills paired with your knowledge of DSHS financial processes and general business concepts. You will maintain the Behavioral Mental Health Administration's Chart of Accounts and assist with customer service for Local Funds. At the same time, you gain an understanding of the Cost Allocation System, reconcile general ledgers, grants, revenue, and expenditures, and monitor appropriation over/under spends. You will provide high-level accounting expertise to program managers and fiscal staff to ensure a thorough and accurate review of the agency's fiscal health. You will assist in the development and implementation of program policies and the agency cost allocation plan that state and federal laws and regulations require.

In this role, you will also provide training for fiscal year-end processes to program managers and fiscal staff. You will be accountable for several complex, high-level accounting transactions that have a significant impact on the department and state's financial position.

Although there is some flexibility for remote work, in-office work will be required, and there will be minimum travel, if necessary.

Some of what you will do

  • Research and analyze financial documents and expenditures to ensure compliance with federal and state laws, regulations, and accounting principles.

  • Analyze accounting for federal and state regulations for compliance per GASB, FASB, SAS Auditing Standards, etc., and assist in implementing recommended changes within assigned programs while ensuring some flexibility for consistency across the department.

  • Analyze technical financial problems and provide professional assistance and advice concerning their solutions.

  • Provide consultative services to DSHS fiscal staff regarding fiscal and accounting policy, procedures, and controls, and agency financial systems.

Who should apply?

Professionals with the following:

  • Bachelor's degree in Accounting or a Bachelor's degree in any discipline that includes 30 quarter (20 semester) credit hours in accounting, AND five years of work experience in professional accounting or auditing, preferably in governmental accounting with knowledge of governmental GAAP, AND one year experience with accounting systems design, including developing and documenting business and technical requirements.

OR

  • An MBA and three years of work experience in professional accounting or auditing, preferably in governmental accounting with knowledge of governmental GAAP, AND one year experience with accounting systems design, including developing and documenting business and technical requirements;

OR

  • Additional professional experience described above will substitute year for year for the required education.

Preferred knowledge, skills, and abilities

  • Knowledge and utilization of management principles and sound business practices.

Expert knowledge of computerized accounting systems and Microsoft Office products.

  • Detailed understanding and experience with OFM's State Accounting and Administrative Manual (SAAM) is preferred.

  • Ability to effectively provide guidance and consultation to program professional staff to meet the objectives of the Office of Accounting Services and DSHS.

  • Expert status in the theoretical and practical application of a broad range of complex fiscal arid legal criteria governing department fiscal activities, including GAAP, state and federal laws/regulations, contracts, etc.

  • Ability to recognize and resolve complex accounting and business problems.

Strong analytical and diagnostic skills in order to solve complex problems with consideration of the short and long-term effects on the agency.
