Join the dedicated team of professionals at the Facilities, Finance and Analytics Administration (FFA), Consolidated Business Services 3, as a Fiscal Analyst 3.  You will function as a financial lead worker or performs professional senior level financial review and analysis of accounting, auditing or fiscal data in accordance with generally accepted accounting principles, governmental accounting standards, budgeting guidelines, statutes or regulations.

This position is professional senior level position, and you will make decisions independently within your area of responsibility. In this role, you will independently plan, coordinate, and conduct fiscal reviews of a comprehensive fiscal nature.  You will design, develop, install, coordinate, and maintain financial systems in the region in support of five Institutions within the Department of Social and Health Services, consisting of Western State Hospital (WSH). You are expected to work in a fast-paced, high-stress environment. Multi-tasking and the ability to effectively manage your work schedule to meet deadlines is an aspect of the job. Some of what you'll do

  • Assists the Fiscal Analyst 5 and Manager as lead fiscal analyst over fiscal analysts and fiscal specialists in Consolidated Business Services (CBS3)

  • Prepare and analyze financial and/or management reports

  • Review accounting functions and internal practices

  • Assist Fiscal Analyst 5 in documenting policies and procedures

  • Prepare and file monthly financial reports

  • Authorize cash receipts and process journal vouchers

  • Provide guidance and operate with Fiscal Analysts to ensure responsibilities are all met within timelines and discounts as  applicable can be taken

General Accounting

  • Prepare accruals, review and input accrual batches for operations and bills for, to include client and program specific items

  • Research expenditures and track expenditures to assist with fiscal year estimates

  • Fiscal Year close interagency payables/receivables & other FY close activities for institutions

  • Monthly Reporting - at the operational level and only if standardized

  • Pull and review enterprise reports

  • Prepare/coordinate responses to audit findings and Corrective Action Plans

  • Program reporting

Reconciliation

  • Reconcile fund accounts

Financial Reports/Auditing:

  • Prepares, reviews and analyzes expenditure data for monthly financial reports utilizing Enterprise Reporting and AFRS systems. This includes, but is not limited to: administration, and support service status reports

  • Prepares and reviews monthly reports and enters data into a spreadsheet for review for budgeting purposes

  • Reviews program fiscal status to ensure accuracy of expenditures and allotments

What we are looking for

  • Ability to establish effective, orderly procedures dealing with financial record keeping systems; analyze complex financial and statistical data and determine their significance; prepare comprehensive narrative statements supporting complex financial reports.

  • Ability to apply Washington's budgeting and accounting principles and regulations; principles and procedures of governmental accounting and budgeting, Washington's fiscal organization and operations; recognized methods used in effecting internal control, and methods of accounting systems design.

  • Demonstrate ability to apply accounting principles.

  • Ability to use automated accounting systems.

  • Ability to communicate effectively with staff, vendors and other diverse audiences.

  • Ability to communicate technical information in lay person terms.

  • Proficiency with Microsoft Office Suite.

Who should apply?

A Bachelor's degree with a minimum of 12 semester or 18 quarter hours in accounting, auditing or budgeting and two plus years of professional accounting experience.

Professional experience may substitute for education but not usually for the credit hours.

A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience. Experience may substitute for the degree but not the credit hours.
