DSHS FFA Fiscal Analyst 2

The Facilities & Analytics Administration Office of Financial Recovery (OFR) is now hiring a Fiscal Analyst 2. OFR provides billing, accounting, and debt collection services for the Department of Social and Health Services, the Department of Children, Youth and Families, and the Health Care Authority.

This position is assigned to the Vendor Accounting Unit. In this role, you will analyze and interpret accounting records and reports to ensure accounting integrity in financial recovery activities for the establishment, billing, maintaining, payment posting, refunds and suspense account management, and initiation of refunds for multiple lines of business (companies) in CARS. You will respond to a large volume of client phone calls relating to complex account billing and payment questions, as well as assistance with bank-to-bank on-line payment system.

This is a hybrid telework position which requires a minimum of 1 day a week in office. In office requirements may change based on business needs.

Some of what you will do:

  • Review, analyze, monitor, maintain and make necessary corrections to payments either manually or electronically posted to account invoices for the CARS Companies

  • Responds to inquiries regarding research on missing payments, account adjustments, account analysis, monetary adjustments for monthly statement copies relating to account balances, missing payments.

  •  Provide assistance with setting up or trouble shooting issues with individual ACH debit accounts/transactions in the online Payment System

  • Generate system reports for analysis of suspense balance payments

  • Use appropriate batch processes to move payment to the correct line of business or account

  • Process refunds for all companies based on company parameters

  • Manually establish receivables for multiple types of vendor/provider overpayment/debits

  • Respond to emails and phone calls from program partners, providers, customers, and internal revenue agent to resolve account discrepancies, or to provide information

What we are looking for:

  • Detail-oriented with critical thinking and problem-solving skills

  • Ability to communicate effectively, both orally and in writing

  • Excellent oral and written communication skills

  • Proficient in Microsoft programs: Outlook, Excel, Word and  Teams

Who should apply?

18 quarter or 12 semester hours in accounting, auditing, or budgeting.

AND

Either a Bachelor's degree in any field, OR five of professional experience working with accounts receivables, accounts payables, or analyzing financial data. Professional experience may substitute for education but not for the 18-quarter or 12 semester hours of accounting, auditing, or budgeting.

A Master's degree in a financially related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for professional experience.
