Cost Reimbursement Analyst 3

In this role, you will analyze financial information submitted by nursing facilities in order to determine each facilities Medicaid rate. Some of what you'll be doing:

  • Analyze nursing facility Medicaid cost report for accuracy, completion and consistency with state and federal laws, rules and accounting practices

  • Audit accounts receivable and resident trust accounts

  • Participate in Administrative Review Conferences to appeal cost report adjustments

  • Determine allowable costs that may be claimed in the price base for setting Medicaid rates and making adjustments as required

  • Confer with nursing facility staff and outside consultants to discuss the examination of the cost report

  • Assist Cost Reimbursement Analyst 4 with assigned duties to ensure assigned team responsibilities are met

  • Traveling to nursing facilities to perform on-site audits of resident trust accounts, including several overnight, in-state trips per year as a requirement of job

What we're looking for:

  • Two years' experience with rate-setting for providers of government-reimbursed health services, particularly in Medicaid long term care nursing facility programs is desired

  • Ability to analyze and interpret accounting, financial data and management data

  • Knowledge of federal and state reimbursement laws and regulations

  • In-depth understanding of court, administrative decisions and Attorney General opinions that affect vendor reimbursement

  • Knowledge of economic and financial analysis, and statistical analysis

Who should apply?

Professionals with a Bachelor's degree in business or public administration or a relevant field with 12 semester or 18 quarter hours in accounting plus three years of experience in accounting, auditing, or budgeting.

Successful completion of the Washington State Board of Accountancy can substitute for two years of experience.

A Master's degree in a relevant field or successful completion of the CPA examination can also substitute for two years of experience.

Bring your expertise, critical care experience and understanding of community nursing to make a statewide policy, program and system level difference-serving clients in their homes. In this role you will also be the clinical representative for the Nursing Facility Vent Trach Program and the Programs of All-Inclusive Care for the Elderly, all are parts of the Nursing and Performance Improvement Unit. You will be responsible for state level policy development and quality assurance oversight of implementation, contract management, provider enrollment and communications. Additionally, you will provide statewide clinical consultation, technical assistance, cross system coordination and data analysis for division staff, local and regional office staff, service providers and organizations, as well as other community partners. You will be the subject matter expert in Private Duty Nursing and develop the governing WAC, rules and regulations. Your understanding and management at the policy level drives support of practical service delivery and implementation. Some of what you will do * Develop statewide policies and procedures for Private Duty Nursing * Provide quality oversight to programs, ensuring adherence to regulations and consistent implementation * Implement equitable use of corrective actions, contract termination and notification of other governing agencies * Lead the development and revisions of Private Duty Nursing WAC defining services to ensure intent to be a last resort for care of clients with complex medical needs living in the community setting * Draft and manage bulletins and legislative decision packages related to Private Duty Nursing * Provide training, support and consultation to field staff regarding rules and policies * Manage the Nursing Facility Vent Trach Program from a clinical perspective * Review policies and procedures of the Programs of All-Inclusive Care for the Elderly, PACE.
