Staffing Operations Manager

As the Behavioral Health Administration's (BHA) Staffing Operations Manager, you will have administration-wide impact at every level of the organization and will be part of a team focused on equitable, accessible, and inclusive staffing operations and workforce development, with expertise in building and sustaining effective organizational culture. You will work closely with the BHA Director of Organization and Workforce Development in the development of sustainable programs that support continued growth of current employees and positive experiences for prospective new employees and new hires. As the Staffing Operations Manager, you will be a subject matter expert and understand the complexities of hiring for 24/7 behavioral health programs, general service job classes that BHA employs, and staff professional development.

The Staffing Operations Manager is located within the Department of Social and Health Services (DSHS) Behavioral Health Administration (BHA). BHA provides treatment and restoration services in multiple locations statewide, with approximately 4,500 staff and a $1.1 billion biennial budget. Facilities and programs within BHA include: the Child Study and Treatment Center, Eastern State Hospital, Western State Hospital, Special Commitment Center, Secure Community Transition Facilities, Olympic Heritage Behavioral Health, Residential Treatment Facilities, and Forensic Evaluator Outstations, as well as a centralized Headquarters operation. The Staffing Operations Manager reports to the BHA Director of Organization and Workforce Development within the BHA Office of the Assistant Secretary at headquarters.

The responsibilities of the Staffing Operations Manager support the administration's mission to transform lives through dedication to the wellness of individuals, their families and the community through behavioral health intervention, treatment, and education. All functions of this position are done through an equity, access, and inclusion lens to ensure the best service to the diverse staff and clients of BHA.

Some of what you'll do

  • Site owner for the BHA organization & workforce development SharePoint site.

  • Member of the BHA SharePoint Governance Committee.  

  • BHA Supported Employment coordinator. Serve as BHA's SME for the Supported Employment in State Government program.

  • Coordinate and facilitate informational and mock interviews for staff and interns. Review staff resumes and careers profiles and provide feedback on how to improve.

  • Provide quality analysis for the BHA hiring process by reviewing hiring documentation and ensuring that policies and processes are followed. Report findings to BHA's executive leadership team.

  • Serve as subject matter expert on NeoGov and provide training to hiring managers, supervisors, administrative support staff, and hiring teams across BHA.

  • Develop and maintain a Washington General Service position description form template repository.

  • Collaborate with the Organizational & Workforce Development Director to create strategic planning initiatives or other performance measures/goals. Lead or co-lead relevant workgroups as a result of strategic planning or other department initiatives related to organization or workforce improvement.

  • Has delegated authority to act on the behalf of the Director of Organization & Workforce Development in their absence.

Typically Monday-Friday, 8am-5pm with options for flexible work schedules.

Work is mostly remote with occasional on-site meetings.

What we're looking for

Professionals with the following are encouraged to apply:

  • A Bachelor's degree (from an accredited University) in business or public administration, organizational leadership, social work, human resources, or closely allied field;

AND

  • A minimum of six (6) years' paid, professional, progressively responsible experience in staff services/administrative operations activities (this includes human resource management, talent management, or recruitment).

  • Equivalent experience may substitute year-for-year for required education;

AND

  • Demonstrated advanced leadership and management skills and abilities including good judgment, independent problem solving, decision making, conflict resolution, time management, and the ability to lead others through teamwork and the provisions of accurate and constructive feedback.

  • Effective written and verbal communication skills and the ability to work collaboratively with multiple stakeholders including consumers, advocates, providers, state and local government officials.

  • Ability to work collaboratively to plan, analyze, and problem solve, identify policy needs, develop goals and objectives and use data for decision making.

  • Ability to maintain relationships, coordinate and build consensus among internal and external stakeholders.

Preferred Knowledge, Skills & Abilities:

  • Master's in Organizational Leadership or Human Resource Management

  • Experience working in state government

  • Experience working in the NeoGov recruitment platform

  • Ability to approach initiatives and identify solutions from a broader, systems perspective

  • Experience working in a facility that provides care and services to people with mental illness or other disabilities

  • A working knowledge and understanding of BHA programs, policies, and business practices
