The Adult Protective Services Division within the Aging and Long-Term Support Administration (ALTSA) seeks a Regional Operations Manager dedicated to guiding others and solving problems. As the Operations Manager of Region 2 (covering King to Whatcom counties), you will oversee the fiscal operations for the entire region, from managing procurement and accounts payable to overseeing local funds. You'll guide and support local office staff and management, ensuring smooth operations in key areas such as office openings, contracts, emergency preparedness, inventory, and safety compliance. Collaboration will be key as you work alongside DSHS's Consolidated Business Services team and partner with various internal and external business partners to steer success.

Occasional travel will be expected, and this role will utilize a hybrid structure of telework from locations within Region 2. If stationed in King County, employees may receive 5% premium pay in addition to the advertised salary and are eligible to receive a free ORCA card for transportation use.

Some of what you will do 

  • Serve as the regional point of contact between APS field operations, consolidated business services, and headquarters to ensure regional needs are met and functions are coordinated.
  • Assimilate, interpret, and apply laws, administrative codes, contract provisions, and state and federal regulations.
  • Supervise local office Customer Service Specialists, solve facility issues, and oversee procurement, accounts payable, local funds, timekeeping, payroll, and other general services throughout the region.
  • Analyze complex financial and statistical data to determine their significance and ensure staffing plans are maintained within budget.
  • Serve as the regional safety officer, coordinating all emergency management activities for seven leased offices and maintaining compliance with state and federal requirements.
  • Monitor the regional operating budget, complete FTE/expenditure projections, determine staffing projections, and prepare monthly budget reports.
  • Provide input to the region's strategic plan, respond to emergencies, and participate in statewide workgroup meetings.

In six months, not only have you overseen the opening of two new King County offices, but you are also understanding the intricacies of your responsibilities and contributing effectively. You are building strong relationships with your colleagues and have become an integral part of our collaborative work environment, and your insights and contributions are successfully guiding our strategic plan.

Who Should Apply

Professionals with 9* years of professional work experience; concurrent work experience should include:

  • Three years of managerial, supervisory, or human resource experience.
  • Advanced principles of fiscal management, including budget control and forecasting, planning, executive briefings, staff development, organizational and personnel accountability.
  • Purchasing and contracting procedures.
  • Human Resources principles and techniques demonstrating sensitivity to cultural diversity.
  • Identifying serious or sensitive issues and ensuring quick reporting to relevant team members.
  • Writing professional reports, plans, and budgets.
  • Effectively interpreting and communicating policies and operating procedures to staff and business partners.
  • Knowledge of APS programs, policies, or procedures is desired.
  • A master's degree in business administration, accounting, finance, human resource management, or related discipline will substitute for 6 years of above work experience. A bachelor's degree will substitute for 4 years of above work experience.
