RCS Community Programs Regulatory Quality Assurance Training Program Manager

Join the Aging and Long-Term Supports Administration's (ALTSA) Residential Care Services Training Unit as a Regulatory Quality Assurance Training Program Manager. We are a committed training unit focused on providing quality facility-based care to our aging population, ensuring the well-being and stability of those under our care.
As the Training Program Manager your impact extends to people residing in long-term care settings, such as Adult Family Homes, Assisted Living Facilities, and Enhanced Services Facilities. You will be assisting in the training of new and current staff and will have an integral role in helping new staff understand the regulatory guidelines of long-term care. This will include providing onsite quality assurance visits to help staff bridge the gap between classroom learning and application of those newly learned skills in the field. Additionally, you'll be conducting on-site quality assurance visits for experienced staff to ensure processes and procedures are followed. The work you do prepares new RCS staff to complete community program investigations correctly.
These roles will utilize a hybrid structure of telework from any location within WA state. Travel is frequent and may require overnight stays. These are benefit-eligible, full-time, non-permanent jobs. Although initially temporary, these roles are funded for 12months and may convert to permanent statue and will provide an excellent opportunity to share your long-term care knowledge with others. This is a unique opportunity to have variety in your work while protecting and improving the lives of vulnerable adults in community long-term care settings.
Some of what you will do
Coordinate field-based role with some virtual training components
Develop and implement training for RCS Field Staff in compliance with regulations
Lead outreach for new staff and facilitate classroom training
Conduct onsite quality assurance visits for independent field staff
Ensure statewide consistency in field operations through training and resources
Interpret and apply state laws governing residential long-term care operations
Collaborate with QA and quality improvement units for program improvement
Advocate for equity, diversity, inclusion, and access in policy implementation for DSHS clients
As you progress through your role, you have integrated into your team, adding value in meetings, and are leveraging your expertise to drive discussions. You are working independently, yet relying on others when there are questions. Your knowledge in your assigned community program continues to grow. You're actively assessing their training requirements and providing resourceful solutions after attending on-site quality assurance visits.
Who should apply
Nine* years of professional experience working as a program manager, supervisor, trainer, or consultant in the long-term care industry; concurrent work experience should include:
Utilizing state/federal software, MS Office Suite, and virtual training platforms proficiently
Appling quality assurance, adult learning principles, and organizational skills to optimize resources and tasks
Training groups of LTC employees in-person and virtually
A master's degree in sociology, social work, health/social sciences, education, or related discipline is preferred and will substitute for 6 years of above work experience. A bachelor's degree will substitute for 4 years of above work experience.
Preferred knowledge, skills, and abilities
Demonstrate effective verbal and written communication and negotiation with others
Build cooperative relationships with agencies, divisions, and stakeholders supporting vulnerable adults
Manage complex issues, assessing and minimizing risk through strategic planning
Work independently in a self-directed manner
Use of narrative technical writing
