Deputy Director - Aging and Long-Term Care Administration (ALTSA) Management Services Division

Are you a visionary leader dedicated to financial stewardship and strategic impact? ALTSA is seeking a Deputy Director to drive excellence in financial management, policy development, and cross-agency collaboration. This role leads financial strategies and operational initiatives that ensure choice, independence, and safety for our communities.
As the MSD Deputy Director, you will report directly to the Director of MSD and provide strategic direction and oversight for financial activities within the ALTSA and the Developmental Disabilities Administration. This is a key role within DSHS, where you will manage significant financial responsibilities and work collaboratively across multiple DSHS administrations and other state agencies.

A hybrid telework schedule is available, reporting once per week to the Lacey Headquarters will be expected.
You'll provide
Strategic Leadership: Lead ALTSA's and DDA's financial initiatives, overseeing a diverse team responsible for budget planning, accounting, rates development, and contract management.
Cross-Agency Collaboration: Collaborate with DSHS leadership, legislative staff, and provider associations to align budget requests with strategic goals.
High-Level Impact: Drive long-term strategic goals, ensuring transparency and accountability across the agency.
Equity and Inclusion: Champion equity, anti-racism, and social justice, creating access for all communities we serve.
Some of what you will do
Oversee and manage a biennial budget of $16 billion, ensuring fiscal responsibility and efficient resource allocation
Lead a team of 20 FTEs, fostering a collaborative and inclusive work environment
Develop and implement comprehensive financial policies and programs in compliance with state and federal regulations
Collaborate with DSHS leadership, legislative committee staff, the Office of Financial Mangement, advocate groups, and provider associations to support financial strategies and initiatives
Supervise and mentor senior-level staff, promoting professional development and effective personnel management practices
Support the development and implementation of budget requests and appropriated funding
Ensure robust internal controls and oversee audit processes for federal grants and payments
Engage in cross-agency work, including budget forecasting, IT consultations, contract monitoring, and administrative staff direction
In 6 months, you
Have successfully implemented the 2025-27 biennial and 2025 supplemental agency budget requests for ALTSA and DDA
Overseen DSHS presentations and participation in the summer and fall Medicaid forecasts
Navigated tight deadlines and shifting demands from executive leadership
Are anticipating and adapted to multiple implementation scenarios to accomplish goals
And are striving to create greater access and affirming representation for the communities served by the organization
Who should apply
Professionals with 14 years* of progressively responsible experience in social service state government employment or in a non-profit long-term care industry; concurrent work experience should include:
Supervising professional budget and/or fiscal management staff
Developing and overseeing large statewide budget policies and fund management principles
Ability to align financial decisions with agency goals
Skilled relationships with partners, advocating for funding priorities
Advanced management skills, anticipating challenges, and driving results
Preferred knowledge, skills, and abilities:
Overseeing and managing Medicaid programs, including understanding regulations, funding mechanisms, and operational intricacies
Fostering collaboration, building cohesive teams, and enhancing productivity through effective leadership and interpersonal skills
Experience collaborating with legislative committee staff to ensure alignment with agency priorities, including proficiency in explaining complex topics such as ALTSA/DDA programs, Medicaid budgets, and forecasts to non-experts
Negotiating contracts and monitoring grants
Navigating collective bargaining processes while maintaining positive relationships within the team
Sensitivity to team dynamics and a commitment to maintaining a harmonious work environment
Comfort working under tight deadlines and handling last-minute budget adjustments
Capacity to anticipate and pivot swiftly when faced with unexpected challenges
Dedication to promoting equity, anti-racism, and social justice
