Job Summary

AECOM is seeking a DSA/TMA Supervisor for the Bluegrass Chemical Agent Destruction Pilot Plant project located in Richmond, Kentucky.

Typical Responsibilities include:

  • Perform all work safely and with the utmost concern for the safety of self and other employees.

  • Perform all work in compliance with environmental permits and regulations.

  • May be required to work overtime or varying hours to include shift work.

  • Be at work when scheduled and maintain a good attendance record.

  • Work in close proximity to and or in a chemical demilitarization facility.

  • Demilitarization Support Area (DSA)/Toxic Maintenance Area (TMA) Supervisor will assign, supervise, and direct work activities of assigned personnel.

  • Complete performance evaluations and recommend salary adjustments of assigned personnel.

  • Assist in training and development of assigned personnel.

  • Counsel assigned personnel on policies, procedures, performance and personal issues.

  • May be designated as acting Operations Support Manager.

  • May be assigned to function in a temporary lead capacity.

  • May assign, supervise, and direct work activities of assigned personnel.

  • May complete performance evaluations and recommend salary adjustments of assigned personnel.

  • May assist in training and development of assigned personnel.

  • May counsel assigned personnel on policies, procedures, performance and personal issues.

  • May be required to serve as an Emergency Response Team Member.

  • Develop short- and long-range plans to accomplish established goals and define resources needed to achieve production objectives.

  • Evaluate personnel training and certification requirements.

  • Assess performance of each crew against established departmental and project goals and participate in solving problems identified by subordinates.

  • Ensure all non-equipment activities are performed IAW approved project SOPs and/or applicable regulatory documents.

  • Ensure RCRA, vehicle and forklift inspections are performed.

  • Generate work requests as necessary.

  • Keeps areas of responsibility clean and organized.

  • Enforce plant conduct and compliance culture.

Demilitarization Support Area (DSA)

  • Oversee the maintenance of the supplied air respiratory protective equipment.

  • Oversee the maintenance of the in-plant communications equipment.

  • Oversee the performance of the services and operation of equipment relevant to DPE and other toxic entries.

  • Maintain proficiency in minicams sampling and monitoring operations.

  • Oversee and approve hard goods and consumable items inventory for DSA operations, checking to ensure these are continuously up-to-date and keeping an inventory of all items for audit requirements.

  • Coordinate major activities with Waste Manager, Operations, and Environmental Departments as required.

  • Supervise relative procedure writing, updating, and review as required.

  • Coordinate and oversee inspection of SCBA equipment monthly or as needed.

  • Ensure Control Room interface and provide appropriate support for all toxic entries.

  • Prepare respiratory and communication equipment for maintenance activities as needed.

  • Write and review procedures relevant to the DSA operations.

  • Perform daily, weekly, and monthly RCRA inspections.

  • Prepare work permits, safety permits, JSAs and work authorizations as needed.

  • Oversee daily performance of all inspections, documentation, training, and procedural requirements.

Waste

  • Monitor and control packaging, labeling, transport, and storage of hazardous wastes, special non-hazardous wastes and rubbish throughout the MDB IAW project plans, procedures, and instructions.

  • Ensure proper and timely movement of waste streams through the process areas of the MDB and to site accumulation/storage areas.

  • Ensure documentation of waste stream movement through MDB (e.g., logbook entries, decontamination certification data sheets, DD Form 2271, sample transfer form) is completed and maintained IAW project plans, procedures, and instructions.

  • Ensure that daily, weekly, and monthly RCRA inspections, ensure forms are completed accurately, and signed accordingly.

  • Assist in the writing and review procedures relevant to the Operations Support-Waste Management functions.

  • Assist in the collection of waste sampling as required.

  • Obtain knowledge in MiniCAMS/DAAMS operation.

  • Develop and conduct toxic entry meetings for Waste Management and participate in other DPE pre-entry meetings as required.

  • Ensure Control Room interface and provide appropriate support for all entries.

  • Ensure adequate inventory of hard good and consumable items associated with Operations Support-Waste Management usage.

  • May serve in absence of the Operations Support Manager.

  • Perform minor maintenance and housekeeping as required.

  • Must obtain/maintain Waste Management training certification.

  • Prepare Safety Task Analysis Risk Reduction Talk (STARRT) cards, work permits, safety permits, and work authorizations as needed.

  • Follow specific direction of the Operations Support Manager.

Relocation Assistance Provided

This position is designated as an unescorted access position and is subject to the requirements of the Unescorted Access Program (UAP). As a condition of employment, candidates and incumbents must favorably complete a personnel security investigation, urinalysis testing, respiratory screening, and must meet and maintain personnel suitability and reliability requirements established by the Blue Grass Army Depot Commander.

BGCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and AR190-59 Unescorted Access Program) with govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of screenings to include but not limited to: a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol testing and medical examination.

All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Respiratory screening and the ability to wear PPE (Personal Protective Equipment) may be required for this position. The ability to obtain/maintain access to the Blue Grass Army Depot is required.

Minimum Requirements

  • Bachelor degree in biology or science, engineering, safety or industrial hygiene, security, environmental engineering, or industrial technology and 5 years' experience in recognized compliance position in demilitarization, hazardous waste processing, nuclear, power plant, chemical, petrochemical or refinery operations

Or

  • Associate degree in biology or science, engineering, safety or industrial hygiene, security, environmental engineering or industrial technology and 9 years' experience in recognized compliance position in demilitarization, hazardous waste processing, nuclear, power plant, chemical, petrochemical or refinery operations

Or

  • High school diploma or equivalent and 13 years' experience in recognized compliance position in demilitarization, hazardous waste processing, nuclear, power plant, chemical, petrochemical or refinery operations

Minimum Qualifications:

  • Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access

  • Must be computer literate in common software applications and able to operate general office equipment

  • Must maintain fitness-for-duty standards to perform the essential functions of the position, to include any depot or BGCAPP drill, contingency and/or emergency requirement

  • Must be detail oriented and have ability to solve complex problems and understand the impact of decisions upon the operation of the facility

  • Knowledge and understanding of technical documents, including specifications, drawings, test plans, standard operating procedures and system demonstration procedures

  • Possess strong organizational skills with ability to coordinate and prioritize projects, adapting to changes as they occur

  • Must have good communication skills to provide technical assistance, presentations, and/or training to personnel

  • Excellent oral and written communication skills

  • Knowledge of working in toxic/hazardous materials environment, preferably in a chemical process, industrial, demilitarization, construction, oil or gas industry

Preferred Qualifications

  • Experience in Work Management/Control

  • Experience in implementation and supervision of Conduct of Operations Program

  • Knowledge of military and civilian chemical personal protective equipment sanitation operations

  • Experience handling and transporting munitions

  • Experience in plant startup and testing
