JOB SUMMARY

The Drug and Alcohol Caseworker is a professional position providing a full range of case management services. The Caseworker is responsible for ensuring that clients with drug and alcohol problems have access to a continuum of care by identifying, referring and authorizing appropriate services. The Caseworker will oversee an administrative caseload of clients and carry out work under the direction of the Assistant Chief Caseworker. This Caseworker position will also function as the Project Coordinator for the services funded by the Opioid Settlement Grant in Lancaster County. This effort will include several other staff in the D&A Commission.

ESSENTIAL JOB FUNCTIONS

The Caseworker will perform the work in accordance with established regulation, policies, and procedures, but is expected to exercise initiative and independent judgement while performing these duties. The priority of this position is to oversee and coordinate all aspects of the Opioid Settlement grant, in partnership with other colleagues in the D&A Commission.

1.Work directly with stakeholders to ensure all Opioid Settlement funded project deliverables fall within the applicable scope of the settlement eligibility, as outlined in Exhibit E.

2.Schedules and coordinates opioid settlement meetings and maintains minutes for review.

3.Plans and completes all reporting requirements of the settlement projects, including outcome measures of each program.

4.Presents information and overviews of settlement projects to large and small groups.

5.Attend all required DDAP trainings within the first 365 days of hire, participate in ongoing training and skills development.

6.Understand and properly apply D&A confidentiality rules and regulations.

7.Develop positive working relationships with D&A service providers.

8.Place clients with the appropriate level of care.

9.Complete Requests for Client Placement forms for fiscal and checks clients' Medical Assistance eligibility.



  1. Review/approve residential treatment continued stay reviews.

  2. Monitor the client's participation in, satisfaction with, and progress through treatment services.

  3. Ensure continuity of client care through discharge planning and coordination with community services.

  4. Refer clients to other community services as needed.

  5. Maintain accurate and complete client records and produce clear and accurate case notes.

  6. Sustain helping relationships with the client, the client's family, and others who are significant to the client.

  7. Advocate on behalf of the client.

  8. Provides Resource Coordination to clients as needed.

  9. Participates on the Lancaster County Drug Court team and/or works with Lancaster County Prison's Pre-Parole Unit.

  10. Assists in annual monitoring site visits of contracted providers to ensure contract compliance.

  11. Participate in the contracting decision-making process.

  12. Represents the D&A Commission at several community meetings.

  13. Acts as a liaison between the D&A Commission and the community by developing and maintaining positive relationships with others in the D&A/Human Services field.

  14. Understands and follows all DDAP and LCDAC policies and procedures.


MINIMUM QUALIFICATIONS

A bachelor's degree in chemical Dependency, Sociology, Social Welfare, Psychology, Nursing or a related field; and one-year direct service experience performing counseling or case management work in alcohol or other drug treatment setting; OR

A bachelor's degree which includes or is supplemented by successful completion of 18 college credits in sociology, social welfare, psychology, criminal justice or other related social sciences; and one-year direct service experience performing counseling or case management work in alcohol or other drug treatment setting.
