The County of Riverside's Department of Public Social Services (DPSS) is seeking a candidate that has a passion to lead facilities projects for the position of DPSS Facilities Project Planner for their Riverside, CA location.

The DPSS Facilities Project Planner will serve a critical role in the Facilities Planning Unit under the Community Care Expansion program where they will oversee capital improvement projects from repairs and upgrades to preserving existing adult and senior care facilities throughout the County of Riverside. The incumbent will provide review of applications of project concept proposals, cost estimates from contractors, review of architectural drawings and construction documents for completeness and accuracy, and monitor multiple construction projects and contractors providing oversight for DPSS. Additionally, the DPSS Facilities Project Planner will complete inspections of existing facilities pre and post construction for repairs/upgrades for each of the capital improvement projects. The incumbent will be primarily responsible for providing expertise and knowledge on all construction management, required permits, inspections, etc. for the Community Care Expansion program.

The most competitive candidates will have experience managing a construction portfolio for commercial buildings; experience preparing, monitoring, and amending project finances and budgets; experience working on construction projects, upgrades, and repairs for government commercial facilities; providing reports regarding allocated budgets. Candidates with project management, Superintendent/ Construction Manager experience, budgetary experience, and technical reporting for government construction projects are highly desired.

  • Prepare project schedules using Microsoft Project.

  • Prepare projects including mass new hires installations, operational changes and implementation, piloting ideas, signage installations, and staff moves related to MOUs/contracts.

  • Update and close project tasks in Service Now.

  • Building consolidation recommendations, space utilization audits, space standards compliance, policy updates, and MOU establishments/amendments.

  • Collaborate with County Facilities Management (FM) on tenant improvements for DPSS Leased and owned facilities

  • Prepare, monitor and amend project budgets

  • Collaborate on space planning

  • Calculate program furniture needs

  • Facilitate meetings with DPSS programs, RCIT, County FM, vendors, and all other stakeholders on specific projects.

  • Coordinate moves of computer / phone equipment with RCIT

  • Prepare 2528 for request of Service or Goods and monitor product procurement cycle to ensure timely product delivery in accordance to schedule.

  • Review final invoicing / billing from contractors to ensure accuracy of billing. This is critical for the CCE program as well as the normal Project Planner duties.

  • Evaluate Request for Proposals (RFP) / Request for Quote (RFQ)

  • Schedule and facilitate meetings pertaining to projects.

  • Prepare agenda and maintain minutes for project meetings.

  • Coordinate and oversee multiple projects where you will work with vendors and stakeholders, this can require the incumbent to be onsite during hours where they would normally be off.

  • Will Work with developers, architects, and furniture designers to ensure program requirements are met for new construction and remodels.

  • May Prepare AutoCAD drawings for reconfigurations.

  • Will Conduct job walks with contractors.

  • Will Negotiate and resolve construction constraints with program managers and project participants.

Education: 

(Highly desired) Graduation from an accredited college with a Bachelor's degree, preferably with major course work in Business Administration, Planning, Architecture, Drafting, Engineering, Interior Design, or a related field.

(Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Experience:

Option I

Two years of progressively responsible experience in facilities planning, which included coordinating program planning functions with space management, negotiation, preparation, and management of leasing agreements.

Option II

Two years of journey level trades (carpentry, electrical, plumbing, air conditioning) experience in building construction which must have included a minimum of one year of planning and material cost estimating or construction inspection.

ALL OPTIONS

Knowledge of: Building construction plans, drawings, and blueprints; principles and procedures of facilities/furnishings planning which includes program planning and space management; space utilization, allocation guidelines, County standards, and other governmental regulations pertaining to health, safety, the handicapped, and space management; negotiation, preparation, and management techniques for facilities/furnishings leasing; basic statistical techniques and methods; preparation and presentation of oral and written technical reports and projects; may require some specialized knowledge of architecture, civil engineering, building codes, space management, or urban planning.

Ability to: Independently conduct space management, facilities/furnishings planning studies; read, understand, and interpret building codes, architectural drawings and construction plans, regulations, specifications, schedules, and contract provisions; interpret complex plans and legal property descriptions; effectively negotiate the preparation and implementation of leasing agreement proposals; effectively maintain a master inventory of all County-owned and leased space; effectively coordinate facility furnishings with space allocations; perform mathematical calculations used in space planning and cost estimating; communicate effectively in oral and written form; establish and maintain effective working relationships.Other Requirements

License: Possession of a valid California Driver's License is necessary at the time of hire and must be maintained throughout employment. County vehicles may be available but are not guaranteed. Employees may be required to use their own vehicles for field travel. Mileage reimbursement is available when using a personal vehicle for County business.

Location: The incumbent is expected to drive to different locations for inspections and audits.

Physical Requirement: The incumbent is expected to walk long distances and be able to stand for long periods of time.

Schedule: The incumbent is expected to work overtime including evenings, weekends, and holidays per department or project needs.
