The County of Riverside's Human Resources Department (HR) has an opportunity for a Safety Coordinator to support the Safety Loss Control division in Riverside.

The Safety Coordinator will be responsible for Department of Transportation/Designated Employer Representative (DOT/DER) functions and will work with employees and departments to ensure compliance with local, state, federal laws and regulations, along with county policies and procedures. This position will coordinate the preparation and completion of regulatory and compliance documents, files, and records. Additionally, this position will be responsible for driver training and skill assessment to include on-boarding, orientation, remedial training, and maintaining compliance with DOT and Federal Motor Carrier Safety Regulations (FMCSA). 

The Department seeks candidates with extensive experience in DOT regulations, and transportation compliance, along with excellent analytical and communication skills. Primary Responsibilities and Duties:

Coordinate the preparation and completion of regulatory and compliance documents, files and records.

Responsible for maintaining FMCSA and DOT compliance via: driver files, operating licenses, permits, MVR's, driver qualifications, driver history, medical reports, certification of road tests, record of violations, driver's logs, alcohol and drug test notifications, safety performance past and present, etc.

Effectively evaluate, monitor, analyze and identify all driver compliance and non-compliance issues and resolve them in a timely manner.

Attend and assist coordinating the Vehicle Accident Review Board (VARB Safety Committee Meeting)

Responsible for helping manage internal and external compliance reporting, providing compliance advice and assistance, conducting compliance investigations, manage on-going education program.

Maintain, update, and implement DOT driver qualifications records, Drug and Alcohol Database by ensuring testing is performed as required and pool is maintained correctly.

Administer the DOT drug and alcohol testing program and expiration list processes including driver's license and medical card renewal.

May assist in the implementation and monitoring of compliance controls, compliance procedures and operational processes.

Review reporting of all vehicles, and employee accidents/incidents for determination of cause and prevent-ability and identifying potential trends together with Loss Control Specialist.

Track monthly safety training topics and meetings for warehouse and driver employees.

Coordinate driver eligibility with Fleet Services, rental, fueling, Form 30 on file.

Perform mock audits regularly to verify compliance. (Assist Safety Coordinators and departments with State and/or Federal DOT audit) 

Receive and process County driver's complaints as well as investigate vehicle accidents and request logbooks, as necessary. 

Assist departments with concerns regarding specific vehicle purchase regulations, and special vehicle/ license permits or endorsements. 

Conduct County authorization to drive department audits 

Work with HR as well as departments and Safety Division to address any Driver compliance issues. 

Assist the Safety Loss Control Unit with projects and other tasks as assigned. 

Add new employees to program and remove terminated employees from program.

Validate and process the billing for drug testing

Serve as the Administrator stay abreast of training opportunities.

Ensure that all training materials are up to date, that necessary supplies are available and that inventories are secured and kept up to date.

Responsible for conducting all tasks associate with:

  •  Request Full Query on employees in Federal Clearinghouse website.
  • Driver Qualifications- California Driver's License (CDL), Annual Driving Records review.
  • Driver Training- DOT regulations, Hazmat training (all areas required for our industry).
  • Driver Records- Processing authorize to drive county and private vehicles for county business Form 30 applications, Clearinghouse confirmation and DOT required documents, county policies, CSA, MVR, criminal background, PEV

Manage DMV Pull Notice Program:

  • Notify drivers of upcoming document expirations, obtain renewed documents, and upload on company personnel software.
  • Prepares and releases employee driving record notifications.
  • Receives daily DMV pull notices from DMV.
  • Reviews Pull notices, Expirations, Suspensions, Revocations, Class.
  • Sends out notifications to Business Partners, Department Representatives, and updates Lasersfiche distribution list.
  • The duties and responsibilities described are not a comprehensive list and additional tasks may be assigned or changed as necessitated by business demands.

Experience: Three years in industrial or safety engineering; occupational health and safety inspection; building/construction inspection with code enforcement; or risk management, which required knowledge and application of state and federal laws relating to occupational safety and which included identifying, evaluating, and making recommendations for the control of hazards, minimizing safety risks, and adhering to code compliance. (College level courses in industrial or safety engineering, occupational health and safety, or a closely related field may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of experience.); and/or three years administering a fully functional DOT required Drug and Alcohol Testing Program.

Desired Qualifications: Five (5) plus years of experience in transportation compliance, expertise and extensive knowledge of DOT rules and regulations, and advanced skills in Microsoft Excel, Word and Outlook. Previous fleet management tracking software system experience is highly desired. Knowledge of: Federal, state, ADA, and other regulations relating to occupational safety and hazardous materials management methods and procedures used in evaluating and correcting unsafe, unhealthful, and hazardous conditions and/or knowledge of the Federal Omnibus Transportation Employee Testing Act of 1991 (49 Code of Federal Regulations Part 382 et. seq. and Part 40) and any other state and local regulations/laws that may pertain to drug and alcohol testing of specified vehicle operators; legal descriptions, their interpretation and application; research and investigative techniques.

Ability to: Investigate accidents and/or work site hazards and prepare reports; analyze situations accurately and take effective action; detect unsafe conditions, practices, regulatory non-adherence and implement corrections; plan, organize, and conduct research for analysis, and make recommendations based on findings and/or plan implement and administer a comprehensive drug and alcohol testing program; instruct in the methods and procedures of safety practices and work site compliance; prepare clear and concise reports; establish and maintain cooperative relationships with those contacted in the course of the work.

Other Requirements

License/Certificate: Possession of a valid California Driver's.
