DOT Compliance Director

Denton, TX

SUMMARY:

Ideal candidate will be responsible for directing the activities of transportation compliance. Candidate will obtain optimum results from Hulcher's equipment the largest, privately held fleet in the nation, our state-of-the art facilities, and our team of dedicated, highly skilled employees. Candidate must also be able to understand the importance, and be capable of working cooperatively with Operations, Mechanical, Environmental, Purchasing and Human Resources. Exemplary presentation and training skills are a must.

ESSENTIAL DUTIES, RESPONSIBILITIES and REQUIREMENTS

  • Knowledge of DOT regulations, with the ability to implement DOT compliant processes and procedures ensuring compliance.

  • Hands on technical knowledge, to include equipment inspections, DOT level I-III inspections, and train brake adjustments.

  • Ability to work in a 24/7 environment with extensive travel, and ability to travel to Canada.

  • Provide guidance, training, and compliance with FMCSR and state and local levels.

  • Direct compliance of DOT Managers and employees with established company transportation policies, procedures and standards.

  • Administer driver qualification file program.

  • Investigate incidents to ensure protection for company personnel and assets.

  • Conduct DOT audits company wide.

EXPERIENCE:

Bachelor's Degree or equivalent from a four-year college or technical school; or 8 to 10 years related experience and/or training; or equivalent combination of education and experience.

VIEW JOBS 8/14/2019 12:00:00 AM 2019-11-12T00:00 Job Description Responsible for implementing the NERC/FERC Standards/Regulations and ERCOT Protocols and Operational rules as they relate to Denton Municipal Electric. Monitors DME compliance with those requirements and completes the steps necessary to ensure the department is compliant with its general operations. Responsible for providing management reports on the overall state of compliance including deficiencies and future issues that must be addressed, spot checking interdepartmental divisions for evidence of compliance, review and training of compliance materials with division heads, and ensuring that all regulatory reports are scheduled and coordinated within the department, prepare final regulatory reports for management review and forwarding to various regulatory bodies. Essential Functions * Reviews critical cyber system information architecture, configuration, and inventories and compares to compliance requirements for reporting purposes. , * Assesses compliance risks and develops risk management strategies. * Conducts periodic internal reviews or spot checks to ensure that compliance procedures are followed. * Conducts or directs the internal investigation of compliance issues. * Oversees and monitors activities for compliance with NERC, ERCOT, and other state and federal electric reliability regulations. * Investigates the practices and recordkeeping of various functions within DME departments and reports the levels of NERC and ERCOT compliance to management. * Develops standards, procedures, guidelines, and reports to maintain compliance measures that will affect the overall operations of DME. * Maintains expert knowledge and assists in the interpretation of regulations such as NERC Standards and ERCOT Protocols and Operating Guides that form the basis for the NERC and ERCOT Compliance Programs, as well as staying informed about the utility industry trends and practices. * Evaluates compliance reviews and determines levels of non-compliance with NERC Standards and ERCOT Protocols and Operating Guides and recommends mitigation measures. * Assists with the investigation and response to formal complaints from regulatory agencies regarding non-compliance. * Leads remedial actions to resolve non-compliance issues and following up on corrective action plans. * Prepares final regulatory reports for management review and forwarding to various regulatory bodies * Ensures that appropriate records are maintained including a review of inspection reports, equipment testing and inspection schedules or intervals and that all regulatory reports are scheduled and coordinated within the department * Participates in the investigation of the operational incidents which may lead to reportable events, performing a sequence of event review, analysis of recorders and logs to perform root cause analysis to develop recommendations and corrective actions to prevent future occurrences. * Most frequent contacts are with the Regulatory & Risk Division Manager, City Information Technology Department, General Manager, Operations Division Manager, Systems Operations Superintendent, Transmission Division Managers, Substations Superintendent, SCADA Technicians and Compliance Analyst. * Assists in determining employee training needs, as well as assisting DME management in development and delivery of training courses. * Provides input to and tracking budget for compliance related expenses in the Operations budget. * Maintains regular and punctual attendance Additional Duties: * Performs other duties as assigned Minimum Qualifications * A Bachelor of Science degree in Engineering, Computer Science, Information Systems Management, or related field and 5 years of previous work experience in information technology management, security compliance, regulatory auditing, or electric utility in the area of NERC reliability compliance. OR * Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: * Ability to communicate effectively both verbally and in writing * Ability to form and maintain effective relationships with co-workers and customers * Ability to prioritize tasks and work efficiently to cope with many deadlines. * Knowledge of technical requirements for electric system operations and planning. * Skilled in the use of computer applications for word processing, spreadsheets, databases, and presentations. * Excellent organizational skills with the ability to apply them to activities tracking, documentation and project management Conditions of Employment * Must have a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 30 days of hire per state law) * Must pass a drug test, driver's license check, criminal history background check, and social security number verification check * Must be able to work outside of regular business hours as required Preferences: * Prior experience with audit and assessments of information systems. * Experience and knowledge of NERC reliability regulations or National Institute of Standards and Technology requirements. * Experience with the technical drafting of internal cybersecurity control documents * Experience in a municipal electric utility department or other government-related work * Proficient in the operation of the following equipment: Personal computer with Windows operating system, Microsoft Office application suite, Microsoft Outlook email system and DME's computerized maintenance management system.
