Job Summary

The HR Compliance Administration Analyst is responsible for the day-to-day execution of compliance related to the employee lifecycle; including but not limited to Department of Transportation (DOT) employee file creation and maintenance, operational compliance to include driver license monitoring, medical card certification and support. Primary contact with vendor for support and services related to DOT program. Works with Business, Health, Safety, and Environment (HSE), Employee Relations (ER) and HRBP teams to coordinate program and notify of compliance issues. Supports the HSE and ER team for the post-accident and reasonable suspicion drug and alcohol testing program. Provides support in other compliance area's to include pre-employment background and drug screening support, new hire onboarding compliance support, and Human Resource policy issue escalation and updates. This role will have close partnership to the Compliance Governance, Talent Acquisition, HSE, ER, and Business leadership teams to ensure employment related compliance and consistent experience with the team as well as with the service providing vendors.

Responsibilities

  • Main point of contact for all DOT and driver (MVR) monitoring issues

  • Compliance Administration in the maintenance of compliant DOT records (DQF) and review results of ongoing/re-screening for employees and candidates (both external and internal)

  • Works with Vendor on process and system access issues for Altice team or candidates

  • Assures Manager and Employee compliance to DOT program requirements through reporting and leaderships notifications

  • Assist escalated employee support issues to include new file or re-initiating file creation, remote location physical site selection or payment/billing issues

  • Engages ER or HSE team when leadership/manager engagement is not consistent with program requirements

  • Works with Vendor for new staff training on site as well as process under the DOT program

  • Serve as a back-up adjudicator for all pre-employment background investigations for Compliance Administration

  • Responsible for the project preparation for external audit of compliance records for employment authorization purposes

  • Serve as SME for various compliance functions, such as employee document retention & work authorization

  • Administer Billing and reconciliation for the associated TPA services or other

Qualifications

  • Minimum three (3) to five (5) years of HR policy, procedure and/or compliance, audit

  • Experience working with a Third Party Administrator (TPA)

  • Experience in program design and process improvements

  • Preferred experience in use of a case management/CMS ticketing system

  • Preferred experience in talent management or fleet management

  • Bachelor's Degree in Human Resources, Business or related discipline or equivalent experience

Additional Requirements:

  • Advanced MS Excel and prior data analysis skills

  • Demonstrated experience and/or understanding of full employee lifecycle (recruiting - termination)

  • Strong project management, analytical, and complex problem-solving skills

  • Excellent interpersonal skills; able to build strong business relationships with internal customers, external agencies, and vendors
