This position is contingent upon contract award


  • Conducts analytic production on the full range of unique identifying human characteristics and modalities to include, but not limited to, fingerprints, deoxybronucleic acid (DNA), iris scans, voiceprints, facial recognition features, and behavior for the purposes of identifying and tracking persons and networks

  • Fuses identity attributes to include, but not limited to, biographical, biological, behavioral, contextual, and reputational information related to individuals and intelligence associated with those attributes to identify and assess threat individuals and networks, their capabilities and capacity, centers of gravity, objectives, intent, and potential courses of action

  • Analyzes friendly and adversary biometric systems to understand their capabilities, vulnerabilities, and to inform the U.S. Defense Acquisition Community

  • Supports the Production and Coordination of Doctrine and policy documents, in accordance with applicable Department of Defense (DoD) authorities and guidance, to facilitate and advance Identity Intelligence (I2) Division across the Defense Intelligence Enterprise (DIE)


  • ACTIVE TS/SCI clearance required

  • Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for a DoD Biometric-Enabled Watchlist (BEWL) Nominations and Identity Discovery Functional Lead

  • Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced

  • Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organization, and intelligence disciplines

  • Demonstrates ability to work independently with minimal oversight and direction.

  • Demonstrates ability to collaborate and work with other Intelligence Community (IC) members on information sharing, driving collection, and addressing analytic disputes and conflict resolution

  • Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence

  • Demonstrates ability to lead teams in researching multifaceted or critical problems

  • Provides guidance in selecting, designing, and applying analytic methodologies

  • Uses argument evaluation and validated analytic methodologies to challenge differing perspectives


  • Desired Experience: Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years

  • Desired Education: Master's Degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education: or have a Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related Senior experience for a total of 17 years, as a substitute to the Master's Degree

  • Demonstrates in-depth knowledge and understanding of the DoD BEWL Nominations and Identity Discovery Functional Lead activities required to meet mission requirements

  • Demonstrates mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology

  • Demonstrates ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks

  • Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings

VIEW JOBS 10/20/2020 12:00:00 AM 2021-01-18T00:00 The University of Virginia Health System Physical Plant seeks nominations and applications for a dynamic leader to lead teams and manage the facilities stewardship program of a geographically distinct zone at the University, which includes satellite sites and buildings. Zone Managers play a critical role in planning and coordinating the work of multiple trades and teams to ensure high-quality work and exceptional customer service with an eye toward optimizing efficiency and effectiveness of operations in the zone. The incumbent supervises and oversees the installation, operation, and maintenance of HVAC, plumbing, mechanical, and electrical equipment and building infrastructure on a 24-hour/7 day a week basis. In providing direction to a complex trades team, the Zone Manager is charged with establishing key performance indicators and metrics necessary for daily functions as well as for long term forecasting for the designated zone in construction and renovations. The Zone Manager directly supervises trade supervisors responsible for managing a variety of staff and collaborates and partners with others in planning and executing long-term strategic goals for the zone. Fostering credibility and business acumen will be central for forming plans as these relate to infrastructure, the building envelope, maintenance, and equipment renewal. The Zone Manager directs all work in the zone associated with maintenance and preventative maintenance schedules to extend the life of the equipment and systems, maximize energy and resource conservation, and minimize emergency service calls. The incumbent also provides project input to building renewal, program renewal, and other capital programs. Collaboration with other zone managers is essential to develop, communicate, and execute consistent protocols and standard operating procedures across all zones as well as to optimize the deployment of resources across zones. The facilities located in this zone include a 40-bed transitional care hospital, a soon-to-be-opened outpatient surgical center with 6 operating rooms, and over 40 outlying clinics and office buildings. These facilities are located over multiple adjoining counties. The incumbent is responsible for a trades team that travels to support these locations. The Zone Manager must have the ability to manage on-site staff and traveling staff. The selected candidate will assist departmental management in developing staff needs and maintenance planning for these facilities. Duties include: * Manage installations, preventative maintenance, and repairs on buildings, mechanical equipment, and utility systems. * Ensure that supervisors are overseeing the efficiency and quality of the work done by the workers in their respective trades. * Execute some budget responsibilities regarding assigned trades. * Develop, lead, and assess small teams with a motivational approach. * Articulate the mission, vision, and goals of teams. Plan and organize multiple priorities within projects. * Collect, analyze, and interpret information in collaboration with University leaders to help improve processes. * Foster a safe work environment by instructing and monitoring compliance of OSHA, federal, state, and local regulations. * Collaborate with Architects and Engineers to best utilize licensed trade workers in building maintenance and construction. * In addition to the above job responsibilities, other duties may be assigned.
