This position directly supports the Technical Documentation Branch at PHD NSWC. Work will be performed at Naval Base Ventura County, Port Hueneme Naval Surface Warfare Center.

Reviewing and editing redlines submitted in response to new baseline development, alteration source data for incorporation into technical manuals, Technical Manual Deficiency Evaluation Report (TMDER) redlines, In-Process Review (IPR) redlines and back-check comments. Assisting the Technical Manual Mangers (TMMs) in consolidation of comments for adjudication. Works closely with the Government LEL lead for assignments, status reports, and workload adjustments.

Development of LEL desk-guides to include Government policies and processes as well as quality assurance reviews of desk-guides and Standard Operation Procedures for Technical Documentation Department A35. Liaison with the Subject Matter Experts (SMEs) and Technical Manual Mangers (TMMs) in clarifying directions and edits prior to submittal to the production team for incorporation, ensuring schedules are met and mitigating risks for delays in the production queue.

Responsibilities include attendance and participation of all assigned meetings, tracking of alterations, database entries in the Technical Manual Management Agent's Tracking System, attending weekly LEL meetings on time and be prepared for the discussions, and submittal of weekly status reports to the LEL lead.


  1. Knowledge and skill in the application of Integrated Logistics Support Management principles, concepts and methodology.
  2. Proficient with Microsoft Office products and MS Project.
  3. Good communication and verbal skills
  4. Must be able to work quickly and accurately and meet deadlines as assigned
  5. Must have good interpersonal and team skills to work effectively with authors, supporting staff and team members to meet objectives

VIEW JOBS 1/9/2019 12:00:00 AM 2019-04-09T00:00 The position will focus on ensuring safe operation, integrity, reliability, adherence to standards, and sustainability of the electrical assets in the area supported. Provide functional leadership, technical support, and strategic planning for a portion of the manufacturing and operating units at the Martinez Refining Company. While this position is not a supervisory position, it does require strong leadership skills to be successful. The Electrical Engineer is responsible to: * Drive the Site HSSE Goal Zero behaviors and Flagship culture, particularly in the area of Electrical Safety. * Demonstrate ownership and support of the electrical systems utilization equipment for assigned unit(s). * Develop and implement long-range plans and infrastructure projects. * Develop preventative maintenance requirements and plans for electrical systems. * Provide design quality assurance for electrical projects in the area supported. * Provide leadership and training to other electrical personnel; electricians, inspectors, young engineers. * Provide engineering guidance to area electrical inspectors for repair of electrical installations. * Ensure compliance with OSHA, company, industry codes & standards, and internal procedures. * Participate in, and at times lead causal analysis teams when electrical equipment is involved. * Develop turnaround work scope and support the TA Planner with robust execution plans. * Lead electrical efforts during plant emergencies and recoveries. * Maintain knowledge of new technology for application in site equipment design, testing, and installations. * Develop and drive electrical competency and training programs for the electrical community. Dimensions: The electrical engineer will interface with other Martinez electrical engineers and inspectors as well as other discipline teams, project organizations, operations, contractors, and management. Interface with other discipline engineers from other locations may be required. The electrical engineer must be a credible spokesperson, capable of delivering recommendations with clarity and conviction. Safety, reliability and operability over complex electrical equipment must be achieved. The electrical engineer must be efficient at prioritization and use of resources. Also required is business acumen including the capacity to understand and develop budgets, business operational priorities, and project proposals. This position provides opportunities for upward advancement. Additional Information: Key challenges of this position include understanding the proper application of electrical equipment for power, control, and SCADA systems. This includes the ability to articulate issues to facility operations, business managers, project managers and procurement. This requires being able to manage multiple tasks and priorities simultaneously. This role is critical to fill in order to support the operating assets. Expectations are that the technical organization is staffed to ensure proper level of technical assurance, as well as leadership to coach and mentor the less experienced staff.
