Project Description:

Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provided enriched uranium capabilities well into the future.

The UPF project works on a 9/80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday

  • Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00 am

  • 3:30 pm.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Role Overview:

The Document Services Manager is responsible for the Technical Editing and Command Media & Guiding (CM&GD) Documents team. In addition, implementation of the overall programmatic controls for ensuring compliance with applicable DOE Orders, Nuclear Quality Standards, and UPF specific quality requirements. The Document Services team consists of approximately six members.

Principal Responsibilities:

Responsibilities may include, but are not limited to the following:

  • Provide operational supervision to Document Services personnel. Responsible for mentoring, professional development, performance monitoring, and input to salary planning.

  • Coordinate with Office & Administrative Services Manager and Human Resources for recruitment and staffing activities. Prepare requisitions, conducts interviews and make recommendations on desired candidates.

  • Provide technical guidance and direction to the Document Services team.

  • Oversight of implementation, maintenance and configuration control of UPF's command media.

  • Responsible for project CM&GD review and comments to ensure CM&GD requirements are being met.

  • Provide oversight for CM&GD creation, revision, concurrence, approval and periodic review using a consistent methodology.

  • Prepare concise and targeted communications related to changes to command media, training and other associated documents.

  • Implement and maintain tracking tools to manage workload and resources.

  • Maintain programmatic documentation associated with Command Media and Guidance Document program, Forms Management and other project documentation.

  • Ensure standards for technical editing and templates are maintained.

  • Ensure UPF command media and technical editing webpages remain current.

  • Conduct annual assessments related to Document Services.

  • Basic knowledge of various graphics and other software programs (e.g. Adobe Illustrator, SharePoint) including Visio and PowerPoint.

  • Development and implementation of tracking mechanism to reduce rework, increase efficiencies, and identify gaps.

  • Evaluate and implement work process improvements in related areas of responsibilities.

  • Identify, respond to, and implement changes related to issues management actions; track assigned actions through closure including providing objective closure evidence.

  • Determine work plans and strategies to meet department and project goals.

  • Assist in development and monitoring of budgets and staffing plans.

  • Participate in Six Sigma initiatives.

  • Support special tasks associated with independent project reviews, annual peer reviews, independent NQA-1 audits, etc.

  • Strive to support Bechtel's "zero-accident" philosophy through personal safe behavior/work practices and by being aware of surroundings and activities that may be potential safety hazards. Take steps to correct or minimize hazards.

  • Perform other tasks as assigned by managers.

Basic Qualifications:

  • Bachelor's degree plus 6-9 years of related experience or in lieu of a degree, a high school diploma or equivalent and 12-15 years related experience.

  • Must be a U.S. citizen.

  • Must be able to complete and pass a pre-employment drug screen and background check.

  • Must be able to obtain, or currently hold, a DOE Q clearance.

Minimum Qualifications:

  • Experience with managing the flow of large volumes of documents, forms, and procedures.

  • Experience flowing down requirements into documents and procedures.

  • Effective leadership, supervisory, and interpersonal skills.

  • Proficiency in Microsoft Office Suite.

  • Excellent oral and written communication skills; must be able to effectively communicate with project team members at all levels of the organization.

  • Proficient in the application of grammatical rules, spelling, composition and style.

  • Professional customer service skills, including effectively collaborating with client stakeholders to ensure compatibility with tools, systems, and processes related to procedures, forms, and other Project documents.

  • Strong organizational skills, attention to detail and problem solving skills.

  • Knowledge of human resources processes related to hiring, performance feedback, professional development, etc.

  • Must be able to maintain confidentiality and exercise a high degree of individual discretion, diplomacy, and judgement.

  • Experience with SharePoint, in order to build and maintain webpages.

  • Working knowledge of various graphic and other software programs (Adobe Illustrator, Visio).

  • Able to independently anticipate changing priorities, unscheduled work tasks and effectively flow down changes to work team.

  • Must be proactive, use individual initiative, follow assignments through to completion, be attentive to detail, produce quality products, and adhere to tight deadlines.

  • Ability to compile, analyze and interpret data.

  • Ability to work overtime on short notice is required.

Preferred Qualifications:

  • Bachelor's degree plus nine years of related experience. In lieu of degree, a high school diploma or equivalent and a minimum of fifteen years related experience.

  • Knowledge of Bechtel's organization structure, functions, policies and procedures, industry and regulatory standards.

  • Experience with participating in internal and external audits, surveillances and assessments.

  • Working knowledge of untiring electronic management systems to create and maintain project procedures and documents.

  • Experience communicating via multiple communication channels to diverse Project team members regarding command media and guidance document requirements and implementation, and notification of changes.

  • Knowledge of Y-12 Command Media processes.

  • Basic knowledge of various graphics and other software programs (e.g. Adobe Illustrator, SharePoint) including Visio and PowerPoint.

  • Knowledge of PowerBi usage for metric purposes.

This team provides meeting planner services to STRI as well as other programs and business support organizations throughout ORAU. As a section manager, take responsibility for all aspects of complex scientific meeting management and event planning of approximately 150 event contracts, totaling more than $5.5 million annually, with coordination of more than 10,000 attendees. With delegated Procurement authority, conducts multiple site searches, contract negotiations, property relationship management, contract compliance management, sleep room block management, pre-planning facility logistics, project team coordination, and invoice reconciliation. Responsible for maintaining collaborative relationship with ORAU procurement department manager and staff. Responsible for ensuring all ORISE and ORAU procedures, policies and regulations are met and maintained within the project. Responsible for actively managing department development activities. Participate with other ORAU and ORISE managers in planning and developing activities for STRI and the broader ORISE/ORAU organization. Professional and Technical Performance * For meeting support services projects, execute all aspects of turnkey conference support for large and small scale, domestic and international events, including site searches, site selection, contract negotiations, logistics, troubleshooting, audio visual, menu planning, registration, vendor management, event management, customer relations, on-site delivery, webcasting, and invoice reconciliation. * Maintain and apply knowledge on event planning and coordination for peer reviews and other scientific meetings for all of ORAU programs and departments. * For facility contracts greater than $100K work directly with ORAU procurement to obtain the appropriate delegation levels of ORAU approval. Financial Management * Prepare, submit department budgets, and control expenditures in accordance with agreed upon deliverables and SAWD and ORAU requirements. * Coordinate with internal customers to determine funding needs and ensure adequate funding is available before expenditure commitments are made. * Approve programmatic expenditures as specified in the Delegation of Approval Authority. * Advise the group manager and/or program director on any funding or expenditure issues. * Track commitments and expenditures at the activity level and report monthly on the status of overall activity funding and expenditures. Program Development * Demonstrate knowledge of certified meeting support services and promote services within ORAU. * Identify and recommend areas for continuous improvement. * Identify and establish working relationships with potential new customers and new personnel within the customer base. * Provide input to statements of work and field work proposals. * Participate on teams to prepare proposals for new work. * Work to keep ORAU visible in the DC marketplace and searching out new properties for opportunities/use, conduct site visits to evaluate space and usefulness for specific programs as well as maintain positive relationships with hotel executives/teams. Communications * Maintain close communications with senior managers and program director on quality assurance, staffing for research review activities, issues and developments related to personnel, sponsors, and other operational activities. * Provide input to STRI and other program department annual planning and setting of near and long-term goals and objectives. * Work closely with counterparts in Business Operations to ensure smooth operations and timely delivery of products. Lead interface with support and regulatory organizations * Lead interface between the meeting planner team and ORAU procurement office. * Represent ORAU in cross-organizational initiatives, reviews, issue resolution, and corrective actions. JOB REQUIREMENTS: Bachelor's degree in business, scientific, technical, education or related field and 6-9 years of job related experience required. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements. Requires experience executing all aspects of complex large and small scale events which includes site selection, contract negotiations, logistics, audio visual, menu planning, transportation, vendor management, event management, customer relations, and on-site support. Experience developing management plans, creating cost estimates, budgeting, conflict resolution, and maximizing staff productivity is preferred.
