Position Overview

The Illinois Department of Corrections is looking for a strategically driven Sourcing Section Contract Liaison. The person selected for this position organizes, plans, controls and evaluates the bidding and awarding of contracts for the procurement of commodities, services, and leasing for all institutions, facilities and units statewide. Additionally, the successful candidate will develop and control the procurement of services contracts, commodities, equipment and leasing procedures while ensuring the Procurement Code, Statutes, Rules and Regulations are adhered to. Job Responsibilities

  • Coordinates, plans, directs, and controls the activities of regional sites including institution business offices and central office staff in bidding and initiating service and commodity contracts and leasing of equipment.

  • Assigns, directs, and coordinates the procurement of commodity and service contracts, including Purchase of Care, Major Medical contracts, Mental Health, and Substance Abuse treatment, Federal Grants, religious, personal service, legal services, interagency agreements, equipment leases, and grant contracts.

  • Serves as a liaison with the Department of Central Management Services, Office of the Comptroller other state agencies and with Central Office staff on contracting related issues, including but not limited to the original drafting and preparation of multi-agency documents to achieve compliance with all center requirements.

  • Drafts, approves, edits and publishes Award Notices on CMS Illinois Procurement Bulletin internet webpage.

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Special Skills

  • Of the two (2) years of experience required above, requires those two (2) years of responsible administrative experience in contract processing and monitoring procurement processes in a public or business organization.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration.

  • Requires two (2) years of responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers at least two (2) years of responsible administrative experience in contract processing and monitoring procurement processes in a public or business organization.

  • Prefers at least two (2) years of professional experience bidding on and/or initiating service and commodity contracts.

  • Prefers at least two (2) years of professional experience serving as a liaison with other government agencies, non-profits, and/or other medium to large sized organizations on special contracting related issues such as compliance with procurement laws.

  • Prefers at least two (2) years of professional experience drafting, approving, editing and publishing Award Notices.

  • Prefers at least two (2) years of professional experience coordinating special procurement programs, such as the Small Business Set-Aside Program and the Business Enterprise Program and/or similar like programs.

  • Prefers at least two (2) years of professional experience reviewing and preparing contract amendments and/or procedures related to contract/purchasing functions.

  • Prefers at least two (2) years of professional experience working with legal staff regarding service contracts and/or similar type of agreements.

  • Prefers at least two (2) years of professional experience planning and/or conducting training for personnel who are involved in contracting functions and procedures.
