This position is only open to current DMV employees and requires Product Owner Certification within 90 days of hire date, provided by DMV.

The Virginia Department of Motor Vehicles (DMV) is seeking a dynamic and driven individual to join our team as a Product Owner for our Vehicle Services administration (VSA). In this position, you will play a pivotal role in representing VSA interests to the cross-functional team of scrum masters, developers, analysts, and testers operating under the Agile methodology, through ongoing management of the product backlog, user stories, and quarterly planning sessions. You will work closely with cross-functional teams to gather requirements, prioritize tasks, and ensure the successful delivery of product features and enhancements to help us achieve our vision.

The ultimate purpose of the position is to maximize technology product value across all value streams in VSA's three divisions: Insurance Services, On-line Dealer, and Title & Registration. To that end, the Product Owner develops, recommends, reviews, and oversees--in a clear, responsive, and timely manner--the implementation of product initiatives and ensures that they are in compliance with VSA policies and operating procedures.

The position also provides strategic direction to the Scrum Team and shapes the strategy and content of IT delivery in an agile environment that works both on developing future solutions and on enhancing current VSA technology applications, and interfaces between DMV internal systems and various vendor solutions. The position acts as a principal liaison between VSA and software vendors, DMV developers (both members of the Scrum Team and those attached to shared resources), VSA' internal and external customers, and other relevant staff and stakeholders.

Responsibilities Include:

  • Under the leadership of the Assistant Commissioner, engaging stakeholders in sessions around the vision and goal for the customer experience.

  • Collaborate with senior leadership and business units to define the product vision and roadmap in line with overall agency objectives and key results.

  • Collaborate with customer service centers and field services to develop a product roadmap that reflects customer needs, business opportunities and market trends.

  • Serve as the voice of the customer by prioritizing features, enhancements, and bug fixes based on business value, customer feedback, and market demands.

  • Define and communicate the goal for each sprint collaboratively with the developers to ensure the highest value requirements are being delivered.

  • Lead the product team in product backlog refinement activities to communicate business and technical needs through actionable value-driven requirements (e.g. user stories), and provide clarification as needed.

  • Ensure stakeholders participate in the Sprint Review and capture feedback that may result in new requirements in the product backlog.

  • Participate in scrum events.

  • Collaborate with the scrum team on continuous process and practice improvement.

  • Collaborate with platform and system owners, external vendors, portfolio review committee and other development teams to develop a realistic product-release cadence.

  • Identify and monitor relevant metrics for new features to validate product success.

Minimum Qualifications

  • Experience working in program management and evaluation, project management, agile

development, business analysis, and/or customer service operations analysis.

  • Experience in Vehicle Services
