Job Purpose:

This position is responsible for directing the development and ongoing market performance of the full portfolio of Medicare products. From local and national business opportunity identification, innovation, development, management, and marketing, this role is responsible for Medicare market growth, market performance, and financial performance. This leader will build and maintain an integrated and compelling growth and performance strategy, identifying key macro trends working to make Medicare products competitive in the market while positioning the product portfolio for continued growth. This leader will also be responsible for ensuring regulatory mandates from the federal government are delivered in a customer-responsive way. This leader will collaborate with marketing to oversee strategies and implementation of pertinent marketing activities.

Required Job Qualifications:

  • Bachelor's degree

  • 10 years of experience gained through significant leadership positions in the healthcare/managed care insurance industry.

  • In-depth knowledge of various Medicare products and business models.

  • Experience and ability to balance multiple entities and multiple products in the delivery of successful business solutions to a diverse customer base. Understands multiple distribution channels.

  • Competence in the internal coordination required to bring Medicare products and programs to market

  • Strong business sense and strong financial acumen complemented by an understanding of the rapidly changing healthcare market specifically in the government space.

  • Excellent written and oral communication skills and the ability to present and articulate complex issues and situations in clear and understandable terms.

  • bility to collaborate with numerous matrix partners (Sales, Plan resources, Finance, Actuary, SDO, etc)

  • Sensitive, flexible and collaborative in situations involving multiple internal and external constituent groups.

Job Purpose: This position is responsible for leading and directing cross-functional activities that provide effective oversight of HCSC's Government Programs Division (GPD) including, but not limited to, the Medicare and Medicaid programs; serves as the primary representative for all audit activity including internal audits, compliance reviews and external reviews conducted by the government; oversees the implementation of new or revised program requirements; oversees the implementation, tracking and monitoring of corrective action plans; and the development, implementation and management of an effective system of controls. Manages Medicare and Medicaid policies and procedures. Partners with the Government Programs Compliance officer to develop, monitor and provide oversight to comprehensive compliance plan for Government Programs. Partners with the VP of Government Relations on policy and regulatory issues. Required Job Qualifications: * Bachelor Degree * 10 years experience in compliance, product development or contracting, government accounts or Medicaid / Medicare; responsible for contracts or requirements in a managed care environment. * Experience in a position that required analytical, presentation and clear, concise verbal / written communication skills * Executive presence with the ability to influence inside and outside HCSC * Experience managing multiple complex priorities * Business and financial acumen; experience with operating, capital budgeting and financial / sales forecasting * Experience leading and formulating a strategy and delivering results; building strong connections with people and teams * Experience working in a matrixed organization across multiple geographic areas * Knowledge of the external market, competition and regulatory environment to create value for the enterprise Preferred Job Qualifications: * Master's Degree * Knowledge of HCSC systems, work processes, roles and inter-relationships with overall organization. * Experience in administration of State and Federal Government contracts. * Experience leading operations that support Medicaid, Medigap, Group or Individual Medicare Advantage, Medicare Part D and / or Medicare Supplement * Experience with CMS relationship management * Experience in managing state and federal regulatory audits * Experience in working with business leaders to effectively monitor vendors and delegated entities to ensure compliance HCSC is committed to diversity in the workplace and to providing equal opportunity and affirmative action to employees and applicants.
