Divisional QA Manager (CSW)

Position Summary:

The Divisional QA Manager participates in the development, implementation, and surveillance of the Quality Management System activities for the Colonna's Shipyard West (CSW) division to ensure adherence to established Company and customer quality requirements. The CSW Divisional QA Manager oversees the Quality Assurance function and independently executes day-to-day operations with the goal of continuously improving our products and services.

The position is located onsite in Chula Vista, CA and may require hours beyond a standard work week as well as flexibility to support business operations, as needed.

Essential Duties and Responsibilities:

Quality program oversight responsibilities include:

  • Maintains, implements, and revises the Quality Management System, under the direction of corporate Quality department, for the CSW division.

  • Generates, reviews and/or submits Process Control Procedures, Test and Inspection Plans, Required Report Lists, Condition Reports, etc.

  • Conducts, schedules, or attends quality checkpoints (including subcontractor checkpoints) and schedules/conducts internal audits and surveillance.

  • Supports calibration requirements and provides documents and information to Colonna's Shipyard as needed.

  • Liaison between Colonna's Shipyard and the customer to answer and investigate customer discrepancies, concerns, or issues.

  • Prepares the Quality Assurance Department to meet external certification or customer audit requirements

Quality administration functions also include:

  • Conducts Quality meetings, as needed, to discuss a variety of quality matters including past audits, senior management review meetings, status of CAR's, OFI's, and other quality issues.

  • Train Quality Assurance and Production personnel on Quality Plans, Procedures, Work Instructions, Contracts and Customer requirements as needed.

  • Maintain documents, records, and audit data as required. Provides copies to Colonna's Shipyard as needed.

  • Generates and maintains authorized Inspectors list for CSW.

  • Assist in preparing Management Reviews by providing CS West information.

  • Supports and performs requirements for CSW Welding program, provides information to Colonna's Shipyard Norfolk as requested.

  • Supports requirements and inputting of information into the Navy's NMD database.

  • Represents the organization at Quality functions both internal & external

  • Provides quality services as requested by management and other job-related tasks as assigned.

Minimum Qualifications:

  • Must have a Bachelor's Degree in a related field and at least 5 years of experience in manufacturing, engineering services or technical field, to include experience in roles with quality related responsibilities.

  • Additional quality-specific experience, or combination of experience and training, may be considered in lieu of degree.

  • Must have knowledge of quality techniques and systems, including quality specifications and/or advanced quality systems.

  • Must be able to lead effective corrective action using disciplined problem-solving methods and statistical analysis.

  • Must have exceptional interpersonal, negotiation, and communication skills (both written and verbal).

  • Must have strong computer skills including Microsoft Office products.

Preferred Qualifications:

  • NACE, NBPI Paint Certifications and/or Non-destructive Testing Certifications, VT, MT, PT, or UT not required but preferred.

  • Related Department of Defense experience including direct experience with government customer relations strongly preferred.

  • In-depth knowledge of ISO 9001 Standards AND ISO 9001 Lead Auditor certification preferred.

Travel Requirements:

  • Frequent Local Travel; 25% or less.

Physical Requirements:

  • Must be able to lift, carry and transport heavy equipment and boxes. The exact weight requirements will be determined by the specific job, but no less than 20 lbs.

  • Must be physically agile to perform tasks in naval ships. Able to work on and climb ladders, work in extreme temperature environments, aboard ships, in shipyards, under industrial conditions and in confined spaces, including enter and moving through manholes.

  • May ride ships at sea for extended periods

  • Able to perform other duties as required which may involve high heat, humidity, noise and dirty conditions, working aloft or over the sides of vessels.

  • Frequent exposure to noise due to machinery and equipment.

  • Employee is required to operate trucks, forklifts & man-lifts.

  • While performing the duties of this job, you may frequently be required to stand, walk & sit; use hands or fingers; handle or feel; talk and hear. Occasionally required to reach with hands and arms, climb and balance, stoop, squat, kneel, twist and crawl.

  • Work in extreme temperatures and conditions. At times you will work in areas that have less adequate ventilation

  • Frequent use of respirator.

  • Protective clothing or equipment and face shields or goggles shall be worn when welding, cutting, or working with molten metal.

Salary Range: $80,000 - $120,000

Determination of base salary considers various factors, including but not limited to: scope of responsibility, candidate's relative and specific experience, education level, key skills, as well as other business considerations.
