Job Title: Divisional Fiscal Controller
Corps, Institution or Department: NEOSA DHQ Finance Department
Reports To: As an integral part of the Finance Department team, the Fiscal Director is directly responsible to the Financial Secretary and Assistant Director of Finance with cooperative interaction with the Supervisor of Budgets, Audits & Corps Support. This position must be able to schedule and perform assigned responsibilities with a high degree of efficiency and implement decisions of the Command Finance Council.
GENERAL PURPOSE OF JOB.
To further the building of the Kingdom of God through The Salvation Army by providing a high level of co-ordination of the daily accounting functions for NEOSA Divisional Headquarters and maintenance of manual and / or computerized accounting records including, but not limited to, analysis and assistance in all aspects of the accounting for Divisional Funds (General, Divisional Deposit, Service Extension, Camp), all Unit Funds (Corps, Area Services, Area Services), and projects as assigned.

The Finance Department of the Northeast Ohio Divisional Headquarters is committed to promoting building of the Kingdom of God through The Salvation Army by providing supportive services to the officers and administrative personnel of Corps Community Centers and other program entities in order to assist each to fulfill their fiduciary responsibilities inherent with their appointments or assigned responsibilities. Timely & accurate fiscal reporting to Divisional Headquarters administration
Consultation in order to maintain a high level of fiscal stewardship and integrity
Timely & accurate fiscal reporting to Territorial Headquarters administration
Internal auditing to assure administration of appropriate fiscal management
Education of all financial personnel
Provide recommendations to maintain positive fund balances.
Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES.
Schedule and supervise staff in Daily Accounting Process/Accounting Data Entry specifically accounting, bookkeeping, clerical, and reporting functions to ensure adherence to all time sensitive reporting deadlines.
Coordinate through the Finance Department staff the timely processing of all related activity and financial records; including, but not limited to: Depositing and Receipting of Income ISA Accounts Receivable Accounts Payable Disbursements (Check Processing) Adjusting Journals Accounting Data Entry Internal & External Reporting Requirements Development of special reports as requested
Divisional Accounting system responsibilities include: Analysis of data entry and process adjustments as needed Prepare and / or review journals General review of monthly output reports Maintenance of Daily Bank Balances Communicate with THQ the month end closing to facilitate the processing of reports Preparation of reports and analysis as requested by FS / ADF or Administration
Coordinate and supervise the completion of the reports required for the Territorial Consolidation
Coordinate the DHQ Budget Process, from inception to approval.
Coordinate and provide, in the format needed for CFC approval, the Fiscal Closing for DHQ Funds
Review employment and salary adjustment forms verifying budgetary provision for DHQ
All training of departmental staff (Serenic software)
Serve as DHQ liaison with bank personnel
Serve as liaison with independent audit firms for all entities within the NEOSA division: including but not limited to, timely completion of preliminary work papers and review of draft statements prior to forwarding to Territorial Audit Secretary
Supervise, coordinate and / or assist in completion of year-end Fiscal Statements for Corps (in lieu of independent audits)
Assist with internal audits as assigned (including periodic lead auditor)
Completion of Annual Command Review Schedules as assigned.
Assist government funding compliance as assigned
Complete all special projects as assigned
Reconcile bank accounts for Payroll II & Payroll III
Perform any other duties as assigned or requested by the FS or ADF.
SUPERVISORY RESPONSIBILITIES:
Supervise and coordinate assignments for all Clerks and Accountants in the Divisional Accounting office
Staff Accountant
Financial Statements / Consolidation Staff Accountant
THQ/DHQ Deposits and Capital Junior Accountant
Service Unit Junior Accountant
Payables Specialist Accounting Clerk
Accounts Payable Accounting Clerk
Accounts Receivable
Supervise and instruct all aspects of Corps Accounting via Serenic Software.
Field Accounting Manager - provide guidance and instruction CAMS Bookkeepers - train and instruct, as needed Off-site Finance staff (Area Services, Kroc, Harbor Light) - train and instruct, as needed
Qualifications
MINIMUM EDUCATION and/or EXPERIENCE:
SPECIAL SKILLS, CERTIFICATES, LICENSES, REGISTRATIONS.
Proficient skill in Excel and other Microsoft Office Software
Knowledge and proficient in Serenic Software required
Knowledgeable re: not-for-profit accounting concepts
Experienced in functionalized accounting systems
