Department Overview

The Division of Gastrointestinal and General Surgery is a comprehensive team of surgeons focused on the areas of colorectal surgery, esophageal surgery, hernia surgery, treatment of pancreatic cancer and surgical nutrition. Our general surgeons support numerous clinical research trials and actively partner with scientists in the community to develop innovative surgical devices. The general surgery division also encompasses one of the largest residency programs in the country, as well as fellowships in minimally invasive surgery and colorectal surgery.

Function/Duties of Position

Administration:

Work with the Division Heads of General Surgery and Bariatric Surgery to develop, implement and evaluate divisional and faculty activities in accordance with the Division's strategic plans; keep the Division Head informed of any problems or impending crises; assist faculty and Division Head with administrative concerns and resolution; prepare and present at monthly faculty meetings; coordinate facilities and space planning and remodeling; monitor all activities of general surgery offices; communicate and enforce department policies to division; develop, administer and revise division office procedures.

This position will work in collaboration with the DHC management team to ensure faculty productivity, compliance, growth and satisfaction. This position functions as liaison between all faculty and staff in the Division; staff in the Chair's office to ensure proper coordination of policies and procedures; state and federal agencies, hospitals in the community and governing bodies of the School of Medicine, OHSU Hospital, and associations, as needed. Coordinate training and use of computer software and hardware; supervise assessment, planning and purchase of technical equipment.

Finance: Develop and manage divisional budgets which includes: collect and analyze financial information; create and present financial reports and make recommendations to the Division Heads, Department Administrator, and Chair. Assemble, prepare and justify budgetary data necessary for program operation; prepare, plan and manage divisional budget. Manage, control and direct independent non-university accounts used for division funding.

Implement department accounting system, policies and procedures. Personnel: Overall administration and approval of the division's personnel activities including: coordinate recruitment of new faculty; coordinate joint appointment arrangements with the VA and other OHSU partners; supervise division staff by hiring, training and developing, evaluating and disciplining. Research Administration:

Work directly with the faculty members and/or research coordinators to review government, non-profit and industry-supported projects and project financials, including monthly review, adjustments and reports. Oversee compliance with NIH and other applicable regulatory agencies and research guidelines. Oversee all supply purchasing through oracle. Recruit, hire and retain all research staff for the division.

Education: Supervise the fellowship coordinator and provide oversight of the day-to-day administration of all educational and operational activities related to the fellowship programs to ensure smooth functioning, including fellow recruitment, graduation and banquet, off-site elective rotations, etc. opportunities; Ensure ACGME & Fellowship Council Requirements are met.

Clinical: Oversee clinical practice operations and processes for the Division of GI & General Surgery, Bariatric Surgery and other divisions as assigned as needed.

Monitors professional fee billing, clinical production and reimbursement. Monitors collections, RVU production and targets. Work with the Clinical Practice Manager and Finance Manager to produce reports and statistics.

Maintains knowledge of professional fee contracts and agreements. Oversee Clinical Development Fund proposal process. Serves on the Digestive Health Center (DHC) Executive Committee.

Works with the DHC and Practice Manager and medical director to GI & General Surgery clinic practice including service excellence, scheduling and templating, defined quality metrics, and patient flow issues. Oversee the revenue cycle.Program Development: Coordinate, administer and evaluate program development within the four sections of the of the GI & General Surgery division. Build the Bariatric program across the health system in partnership with Division Head and various stakeholders.

Outreach: In collaboration with the Department of Surgery and Office of Community Engagement and Support. Work closely with internal (OCES) and external stakeholders to recruit for and support the general surgery and bariatric practices across the health system consistent with the strategic plan of the University with an intention toward growing both Divisions across the OHSU Health System.

Other duties as assigned

Required Qualifications

  • 7 years of relevant administration experience with at least 5 years of relevant management/supervisory/program management/leadership responsibilities.

  • Sound knowledge of the principles and practices of management in public or private business administration.

  • Experience with accounting and budget systems required.

  • Minimum of two years' management/supervisory experience.

  • Knowledge and experience with finance, work measurement, policy development and procedure writing.

  • Must be computer literate and have outstanding interpersonal and communication skills.

  • Knowledge of managed care, revenue cycle, and billing processes strongly preferred.

Preferred Qualifications

  • Master's degree or equivalent experience.

  • Experience in an Academic Medical Center/University setting.

  • Program development/project management experience.
